This study examines how the real estate stimulus policy package implemented by the Korean government in January 2024 was associated with apartment price polarization in Seoul.
The policy package included expedited reconstruction procedures, special mortgage loans for households with newborn children, and an expanded gift tax deduction for marriage and childbirth. A theoretical model incorporating policy loans, parental financial support for home purchases, and expected gains from reconstruction was developed to identify the channels through which the policies could generate heterogeneous price responses across regions and housing types.
Using apartment transaction data for Seoul from December 2021 to December 2025, the study constructed repeat-sales price indices and conducted comparative interrupted time-series analyses for three comparisons: upper-tier versus lower-tier areas, apartments with reconstruction potential versus general apartments in upper-tier areas, and the same comparison in lower-tier areas. The theoretical analysis shows that an increase in policy loan limits or parental financial support lowers the income threshold required for home purchase and increases housing demand. When housing supply is fixed in the short run, the resulting increase in demand raises equilibrium housing prices.
Reconstruction deregulation may further increase the prices of apartments with reconstruction potential by improving project feasibility and raising expected development gains, although the magnitude of the response depends on local market conditions and project profitability. The empirical results indicate that the cumulative return gap between upper-tier and lower-tier areas widened from 0.2 percentage points before the policy intervention to 6.3 percentage points after the intervention.
The comparative interrupted time-series analysis shows that, following the policy implementation, the monthly price trend in upper-tier areas was estimated to be 0.14 percentage points higher than that in lower-tier areas. The monthly trend differential between apartments with reconstruction potential and general apartments was estimated at 0.06 percentage points in upper-tier areas and 0.03 percentage points in lower-tier areas, with all three post-intervention trend differentials being statistically significant. These findings demonstrate that apartment price movements following the 2024 policy package differed across regions and housing types.
The results underscore the need to consider the regional and distributional incidence of housing stimulus policies, rather than evaluating them solely in terms of aggregate market recovery.
