대전 소규모주택 정비사업 사례를 분석하고 활성화 방안을 제시했다.
초록
· Research topics: After the enforcement of the Special Act on the Maintenance of Vacant Houses and Small-scale Housing, we analyze the development characteristics centered on case studies of small-scale housing maintenance projects and seek institutional improvements for revitalization measures. · Research background: Our country is transitioning into an aging and low birth rate era, and the demand for large-scale development on the outskirts of cities is decreasing due to continued high interest rates.
The implementation of the system for small-scale housing maintenance projects has been in place for about eight years, so it is time to seek ways to revise and supplement the current inadequate parts of the system, and it is necessary to seek ways to revitalize it through case analysis. · Differences from prior research: After the enforcement of the law, the land use and development characteristics were analyzed based on case studies, and institutional improvements were made to revitalize small-scale housing maintenance projects.
First, the land use and development characteristics of autonomous housing maintenance projects and street housing maintenance projects were analyzed, and second, diverse institutional improvements were presented to revitalize small-scale housing maintenance projects in Daejeon. · Research method: The theoretical aspects of small-scale housing maintenance projects were examined through legal and literature reviews and prior research, while at the same time, limitations were derived through case analysis of actual project sites being promoted in Daejeon City, and a case-centered study was conducted to suggest ways to improve and revitalize the identified limitations.
· Research results: The problems revealed through case analysis of small-scale housing maintenance projects in Daejeon include lack of infrastructure, lack of personnel in charge, low level of understanding and lack of expertise, and lack of will to improve old housing. As measures to improve these, institutional improvement measures were suggested to vitalize the project, such as establishment of various support systems by local governments, tax-free benefits or tax reduction special provisions, purchase agreements with public institutions, and relaxation of area standards for project sites to secure infrastructure.
· Contribution points and expected effects: Based on the results of analyzing the development characteristics centered on the case of Daejeon for the revitalization of small-scale housing maintenance projects, we identified special provisions for tax reductions omitted from the law and problems with the actual operation of the system, such as public institution purchase agreements, and presented comprehensive and multifaceted measures for institutional improvement, administrative support, and resolving issues with securing infrastructure.
