The land is foundation of existence of the state and having the closest relationship with the daily lives of the people since which is the common base of lives and production activities of all the people, and the land policy has been occupied an important part of the national policy from the ancient arable society to the modern industrial society. In our country, since 1960s by the successful execution of several 5-years economic development plans urbanization and industrialization were rapidly progressed and living standard of the people has been improved as well.

Since therefore, demand for land has been explosively increased and the question of land has also been brought up a great issue of the social policy. Especially, the land price has always raised up far ahead of the income level of the people or that of the general commodity prices and eventually has a significant impact in carrying out the national economic development. In the latter part of 1970s, the order of land transaction has extremely disorganized due to falsification of land prices, land speculation, land swindle practices, and so forth as the shap increasing demand for building sites and the orders in the land market has fallen down.

And, on the other hand, at this time of mid '80s the land policy is to elastically responds to all those conditions changing subject to diversification of the industrial structures and in order to settle the foundation firmly for an advanced nation towards 2000s and can be said that which is in a great transition period in its policy trends. Since therefore, to pacify transactions of land and in order to stabilize the transactions in fair and desirable manner, a long-term and nationwide effective land transaction policy must be established for implementation.

This study is to provide reformative solutions by each field as follows based upon problem areas reviewed the current land transaction and management system : 1. The area/region for implementation of permit and reporting system of the land transaction by the people must be broaden and the lowest ceiling of reporting value of the transaction must also be settled down. 2. The land pricing system must be unified to one single lineage of the Government noticed price of land. 3. The existing laws and decrees relevant to land must be systemized and the specialization of laws & decrees subject to change of social structure and the economic development as well must be made. 4.

Reformation of land taxation system must be done to restrict or repress excessive ownership of land as assets, enterprising holding of land for non-business purposes, and parasitic and speculative ownership for price exaggeration. 5. The certified public broker system must be stabilized granting a favorable statutory qualification to the C.P.B. 6. A sole organization to deal with the land transaction business efficiently must be inaugurated in order to systemize the flow of information of the land dealing practices as well as strengthening its professionality.

A reasonable land policy of steadfast in Korea will be an important national issue among others in the future, and especially, an active study for improvement of the land transaction and management system to attain steadfast order in transaction must be kept as well as public relations activity based on the common recognition of the nation at the Government level.
