초록
Due to the increasing trend of disasters caused by abnormal weather conditions, disaster management agencies must promptly establish recovery plans and carry out restoration works to protect the lives and property of residents. To facilitate smooth implementation, the head of the disaster management agency designates the Upgrading of Areas Zoned to Manage Natural Disaster Risks. This designation is an essential process as it enables smooth budget allocation and professional evaluations from the Ministry of the Interior and Safety. Applications for the Upgrading of Areas Zoned to Manage Natural Disaster Risks are made by cities, counties, or districts (si, gun, gu).
However, regions affected by disasters have been selected arbitrarily without clear criteria, so far. Since designating these areas involves time-consuming procedures like expert reviews and notices, it is crucial to establish minimum quantitative criteria to identify optimal target areas, especially with the recent rise in damage from abnormal weather. The purpose of this study is to analyze six evaluations: damage area, site area, presence of urban areas, river master plan, road conditions, and regional underdevelopment. In addition, the paper presents the weights and scoring criteria for these factors, enabling quantitative evaluation.
Key words : Disaster Management, Disaster Recovery, Endangered Districts Designation, Quantitative Evaluation.
