지방 중소도시 산업유산 활성화 방안 연구

지방 중소도시 산업유산의 지속가능한 활용과 도시재생 전략을 분석했다.

현대 대한민국의 지방 중소도시는 저출산·고령화·수도권 집중으로 인한 인구 감소와 산업 쇠퇴로 심각한 위기에 직면해 있다. 이로 인해 발생한 폐공장·폐광산·유휴 창고 등은 도시 미관을 훼손하는 ‘부의 유산’으로 인식되었으나, 최근 도시재생 논의 속에서 지역 정체성과 역사를 담은 산업유산으로 재조명되고 있다. 본 연구는 국내(군산, 영주, 청주, 삼척)와 국외(가나자와, 생테티엔, 블래나폰) 사례를 비교·분석하여 지방 중소도시 산업유산의 지속가능한 활용 전략을 도출하는 것을 목적으로 한다. 분석 결과, 관 주도형·민관협력형·주민 주도형 거버넌스와 재무 구조, 콘텐츠 전략의 차이가 사업 성패를 좌우하며, 재정적 지속가능성과 젠트리피케이션 방지가 핵심 과제임을 확인하였다. 이에 따라 네 가지 전략을 제안한다. (1) 시민 디렉터 도입 등 거버넌스 혁신, (2) 마을 리츠·공동체 자산 이전(CAT)을 통한 재무 모델 다각화, (3) 용도 쿼터제·커뮤니티 토지 신탁(CLT)을 통한 젠트리피케이션 방지, (4) ‘전시’ 중심에서 ‘생산’ 중심으로의 콘텐츠 전환이다. 결론적으로 산업유산 재생은 지역 서사에 기반한 차별화된 콘텐츠, 수평적 거버넌스, 자립형 재무 모델이 결합될 때 지속가능성을 확보할 수 있다.

Small and medium-sized provincial cities in South Korea are experiencing severe decline due to population loss, aging, and industrial deterioration. Abandoned factories, mines, and warehouses have long been perceived as “negative heritage,” but recent urban regeneration debates have re-evaluated them as industrial heritage that embodies local identity and can support new urban competitiveness. This study analyzes domestic cases (Gunsan, Yeongju, Cheongju, Samcheok) and international cases (Kanazawa, Saint-Étienne, Blaenavon) to derive sustainable revitalization strategies for industrial heritage in such cities.

The findings show that governance type (state-led, PPP, community-led), financial models, and content strategies critically shape outcomes, while financial sustainability and gentrification prevention remain the central challenges.

Four strategic interventions are proposed: (1) governance innovation through citizen director systems, (2) financial diversification via community-based REITs and Community Asset Transfer (CAT), (3) anti-gentrification measures including zoning quotas and Community Land Trusts (CLT), and (4) a shift in content from “presentation” to “production.” Sustainable industrial heritage revitalization is achieved when local narrative–based differentiated content, horizontal governance with citizen leadership, and self-sufficient financial models converge.
