地區單位計劃 事例와 運用評價에 關한 硏究

지구단위계획 사례를 검토하고 제도 운용을 평가했다.

지난 20여 년 동안 도시의 공간을 구성하고 형성하여 왔던 건축법 상 의 도시설계와 도시계획법상의 상세계획이란 제도가 근간 있었던 도시계획법의 전문개정을 통하여 지구단위계획이란 제도로 통합되었다. 이는 단순히 별개의 유사한제도가 서로 다른 법에 속해있어 도시 관리차원 에서나 건축규제의 차원에서 불합리하게 중복운영 되어온 것을 하나로 통합함으로써 제도의 합리적 운영을 꾀하고자 하는 의미를 가지고 있지만 도시설계와 상세계획의 통합은 제도의 합리적 조정이라는 의미와 함께 지난 30 여 년 동만 분리되어왔던 도시와 건축의 새로운 만남이라는 점에서 그 의미가 크다고 할 수 있겠다. 하지만 이 제도의 시행이후 수년의 시간이 흘렀음에도 불구하고 아직도 보편화되어 있지 않으며 계속 수정보완 되어지고 있는 현실이며, 이미 이 제도에 의하여 형성되어진 많은 도시공간이 있으며, 현재에도 수많은 계획이 진행되거나, 진행되어 새로운 도시공간의 탄생을 기다리고 있음은 틀림없다. 많은 시에서 지구단위계획제도가 도시 관리의 중심 틀로서 정착되고 있으며, 더욱 확대 되어가고 있는 추세이다. 그럼에도 불구하고 이러한 지구차원의 계획이 우리 도시 환경과 도시 관리에 어떠한 중요한 기여를 하고 있으며, 바람직하게 운영되고 있는 지에 대해서는 제대로 파악하지 못하고 있는 실정이다.

따라서 본 연구는 사례대상지를 선정하여 계획요소를 심층적으로 분석하고 그에 나타난 문제점과 향후 보완되어야 할 계획 내용 및 운영방안을 분석하여 동해시 지구단위계획의 지침으로 활용함을 목적으로 한다. The system of urban design in the building law and detail plan in the urban plan law integrated into the District Units Plan through the amendment of Urban plan law. The combination of urban design and detail plan means not only the rational adjustment of two system but also the new contact of city and architecture. But despite many years has passed after the enforcement of the system, it isn't generalized and continually it is revised and complemented. However many urban space was already built up by this system.

Besides a lot of plans are now going on and we are waiting for the birth of the new urban space. District Units Plan is becoming the main system of urban management in many citys and it's possibilities are expending more. However, people do not understand it's contribution to urban environment and management situation. This study is to arrange the process and change of exiting Urban design and District planning generally and investigate and analyze the management condition of these two systems.

In addition, after systematical analysis or the planning factors by selecting the site, problems and the complementary contents and management plan will be prepared to use as Dong- hea city's District Units Plan.
