District Unit Planning is a comprehensive plan designed to facilitate land use efficiently and specifically and improve urban functionalities and landscape. Planning Class 1 focuses on rationalizing the land use. Planning Class 2 aims at developing and managing controlled areas or development facilitation areas. District Unit Planning Class 1 is divided into reorganization, management and maintenance of existing towns, development of new towns and composite areas according to the designated goals.
As of August, 2004, a total of 534 areas were designated as Class 1 areas all over the nation, 354 of which were new town development, accounting for the most part. Planning Class 2 can vary the planning details such as the type of infrastructure and construction standard depending on the purpose of each type. But the arrangement and size of infrastructure, restriction in the purpose and traffic control system must be included. As of August, 2004, a total of 332 areas were designated as Class 2 areas all over the nation, 119 of which had residential purposes, accounting for the most part.
As of October 2007, the city of Chungju had 10 Class 1 areas and 7 Class 2 area designated or in place now. Three of the 10 Class 1 areas were for industrial purposes and the rest for reorganization of existing towns. Of the Class 2 areas, 4 were for residential and tourism purposes and 3 were for industrial and district unit planning areas. For the purpose of this study five out of the total 17 Class 1 and Class 2 areas combined were selected and studied.
It was found that there are problems in the guidance for the District Unit Planning currently operational in Chungju was that the proportion of the residential areas against the land use criteria was unduly applied and there is not standard for the land for public facilities. With regard to operation of the institution, there is no way to know the economic feasibility in the stage of planning and complex negotiation and evaluation process. This study was intended to solve these problems and improve the way to operate District Unit Planning.
First of all, the literature on district unit planning was studied to find its problems and activation and the solution to improve Class 2 planning is derived. In addition, ways for improvement was presented through development of guidance for existing urban operation, detailed planning and district unit planning. First, District Unit Planning Class 2 needs to focus on securing both management and development or functioning management roles by setting up relevant individual laws.
Second, in order to set up a standard for land use, the proportion of residential areas and road needs to be differentiated depending on the local situation and the concept of average story needs to be adopted instead of uniform occupation rate. Thirdly, feasibility study must be conducted to decide the need to continue the development before planning. In addition, the complex negotiation and evaluation process needs to be simplified, using joint evaluation.
