The rapid expansion of Korea’s national property trust management and its multi-layered governance structure have intensified systemic rigidity across human resources, financial management, contractual arrangements, and overall governance. This study theoretically and institutionally analyzes how the outsourcing logic of New Public Management (NPM), combined with the ambiguity of performance measurement, has structuralized principal-agent problems and the diffusion of accountability, and proposes an integrated institutional reform model in response.
Specifically, four reform measures are presented: smart FM-based digital integrated management, financial structure flexibility through a maintenance reserve fund, a dual-trigger performance-linked revolving contract, and a VFM (Value For Money) evaluation-based qualified entity selection system. These four measures are designed not as independent prescriptions but as an interconnected virtuous-cycle governance structure encompassing data infrastructure development, resource securing, behavioral incentive enhancement, and qualified entity screening.
This study supplements gaps in prior research by providing an integrated analysis of the complex legal, administrative, and financial risks inherent in the post-development operational stage, while acknowledging that the limitations of this exploratory research warrant quantitative validation in subsequent studies.
