기성시가지 주거환경 정비수법에 따른 인센티브 적용 비교 연구 - 대전시 주택건설사업과 주택재건축사업을 중심으로 -

기성시가지 정비사업별 인센티브와 공공시설 확보 방안을 비교한다.

Among the various recent projects that can renovate old homes and revitalize urban functions, which has similar business conditions and the purpose of establishing and managing district unit plans, the purpose of this study is to understand these projects with the problem of the incentive system according to the maintenance method of the existing city. This study reviewed the improvement plans for these problems, related to the public facilities liability through case studies of housing construction projects and housing reconstruction projects.

As a result, it is necessary to modify guidelines about establishing district unit plans, which can diversify the public facilities liability in Daejeon and can make expected effects on local residents. Second, it is necessary to avoid the use area change in the housing reconstruction project, and to establish clear standards and guidelines by improving the floor area ration system. Third, it is necessary to return development profits in a variety of ways including land, rental housing, and cash, to ensure that residents are in an optimal location for use.

Based on the, it is proper time to change the direction by providing a clear standard for public facilities liability or by revising the guidelines about the establishing district unit plans in Daejeon, to provide a variety of incentives for public facilities that are frequently utilized by citizens. 최근, 노후한 주택을 정비하고 도심기능을 활성화시킬 수 있는 다양한 사업 중 사업여건이 유사하고, 지구단위계획을 수립하여 관리하는 것을 대상으로 기성시가지 정비수법에 따른 인센티브 제도에 대한 문제점을 파악하고자 한다. 본 연구는 대전시 주택건설사업과 주택재건축사업의 사례 연구를 통해 공공시설 기부채납에 대한 문제점에 대한 개선방안을 검토하였다. 그 결과 첫째, 대전시 공공시설 기부채납 시설의 다양화하고 지역 주민들에게 기대효과를 발생할 수 있는 지구단위계획 수립지침 정비가 필요하다. 둘째, 주택재건축사업에서 용도지역 변경을 지양하고 용적률 체계를 개선하는 것으로 명확한 기준과 가이드라인을 마련하는 것이 필요할 것으로 사료된다.

셋째, 토지, 건축물을 포함한 임대주택 및 현금 등 다양한 방법으로 개발이익을 환수하고, 주민들이 활용할 수 있도록 최적의 위치에 입지하도록 하며, 지속적인 모니터링이 필요하다. 앞서 언급하고 있는 결과를 중심으로 공공시설 기부채납에 따른 명확한 기준을 마련하거나 대전시 지구단위계획 수립지침을 개정하여 시민들의 활용이 많은 공공시설은 다양한 인센티브를 제공하는 것으로 지향점을 변화해야 할 시기에 적기라고 판단된다.
