도시계획수립 과정에서 도시계획가의 역할에 대한 고찰: 서울시 해방촌 도시재생활성화계획 수립과정을 중심으로

해방촌 도시재생활성화계획 수립 과정에서 도시계획가의 역할을 분석했다.

도시계획 수립과정에서 주민-전문가-정부의 삼각협력이 매우 중요하다는 것은 이미 잘 알려진 사실이다. 자기주 도적이며 민주적인 방식으로 자신들의 지역을 발전시켜 나가기 위해서 최근 지역주민의 참여와 역할이 많이 증가하고 있다. 이러한 계획환경의 변화 속에서 도시계획 전문가들은 무엇을 어떻게 해야 하는가라는 새로운 질문이 최근 제기되 게 되었다. 과거 하향식 계획환경과 달리 오늘날의 상향식 계획환경에서의 도시계획가의 역할은 새롭게 연구되어야 할 과제가 되었다. 따라서, 본 연구는 도시재생사업의 사례분석을 통해 도시계획 전문가가 실제 수행하고 있는 역할을 고찰 해보고자 하였다. 도시재생사업에 참여하는 도시계획전문가는 공무원, 민간전문가(용역사), 그리고 총괄・자문계획가로 구분하였고, 도시계획가의 역할은 레비(Levy, 2012)의 4가지 도시계획가 역할을 기준으로 사용하였다. 분석방법은 Gans(1962)의 연구방법에 준하여 질적현장연구 접근을 하였으며, 2014년 12월부터 2016년 12월까지 직접 현장에 참 여하는 방식의 연구를 진행하였고, 분석은 객관성을 위해 회의록을 중심으로 하였다. 분석결과 본 사례에서는, 1)대부분 의 논의는 공무원 중심으로 진행되었다. 2)공무원은 중립적 행정활동가 또는 기업가적 역할을, 민간전문가는 중립적 행 정활동가적 역할을, 총괄・자문계획가는 기업가적 역할을 수행하였다.

3)약자에 대한 옹호자로서의 역할은 거의 없었고, 이 역할은 공무원에게서 나타났다. 4)공무원의 의견과 판단이 하향식으로 전달되고, 민간전문가 또는 총괄・자문계획가 는 수동적으로 동의하는 모습을 보였다. 본 연구는 사례 연구로서 하나의 사례를 깊이 있게 볼 수 있다는 장점을 갖지만, 반대로 도시재생사업 전반으로 일반화를 시킬 수는 없는 한계를 갖는다. 향후 더 많은 질적 연구가 충분히 추가된다면, 변화된 계획환경에서 도시계획가의 역할에 대한 이해를 한층 높이고, 도시계획가 역할의 적절한 방향설정에 도움을 줄 수 있을 것이다 Citizen-professional-government triangular cooperation is considered to be important in urban planning. Recently, the participation of local residents has been increasing and the roles of experts and governments have been increasing in order to promote the autonomous and democratic region.

However, we emphasize only the participation of the residents, but we ignore whether the experts or the government are doing their part properly. Therefore, this study examined the role of experts and government in case studies of urban regeneration projects based on four types of planners(Levy, 2012). 1)Conducting Civil Servant-oriented meetings. 2)The Civil Servants played the role of the neutral public servant and the entrepreneur, the Private Consultant was the neutral public servant, and the Appointed Professionals were entrepreneur. 3)The role of the planner as an advocate emerged from the Civil Servant on a very minimal scale.

4)Opinions and reviews of Civil Servants were delivered in a top-down manner. Private Consultants and Appointed Professionals agreed passively. Although the role of participants can not be generalized in this study, if qualitative research is added enough in the future, it will help to understand the role of planners and to set appropriate direction.
