도시형 토지관리를 위한 용도지역제와 지목제도의 연계화 방향에 관한 연구

도시형 토지관리를 위해 용도지역제와 지목제도의 연계 방향을 검토한다.

본 연구는 용도지역제와 지목제도를 비교하고 도시형 토지관리를 위한 양 제도의 연계가능성을 검토한다. 용도지역제와 지목제도는 우리나라의 대표적인 토지 관리제도이다. 이 두 제도는 토지관리라는 공통의 목적이 있음에도 불구하고 사실상 별개의 제도로서 운용되어 왔다. 그러나 최근 입체적 토지관리의 중요성에 대한 인식과 공간정보 기술수준이 높아짐에 따라 이 두 제도를 효율적인 토지공간정보라는 측면에서 그 연계가능성을 논의할 필요성이 있다. 이에 본 연구는 첫째, 현재의 토지관리체계의 환경변화내용을 검토하고, 둘째, 용도지역제와 지목제도를 기능적·제도적 측면과 거버넌스적 측면에서 비교검토하고, 마지막으로 두 제도의 연계성 방향을 검토한다. This study aims to compare zoning system to land use category in South Korea and, to suggest the desirable direction in utilizing the land use category to enhance the efficiency of the urban land management. Land use category and zoning system have served as main land management policy tools in South Korea.

While theses two systems have common objectives to promote efficiency of land management, they have been operated separately. Recently, however, the development of 3D spatial information infrastructure facilitates reviewing the linkage of zoning and land use categories. This study, first, examines the environmental change surrounding urban land use, and, second, compares zoning with land use category in terms of their functions and land management. Lastly, this study suggests the direction of the linkage between zoning and land use category.
