시장 개방에 대응한 부동산중개업의 경쟁력 강화방안을 연구했다.
초록
우리 나라 부동산중개업의 형태는 외국업체의 종합적이고도 능력적인 고도의 서비스 활동에 비해 매우 영세적이다. 우루과이라운드 협정 중 “서비스 교역에 관한 일반 협정(General Agreements on Trade in Services)”에 의해 우리 나라 부동산 서비스시장이 개방되게 되었다. 이로 말미암아 국내 부동산 중개업체의 외국부동산업체에 대한 경쟁력 방안모색이 시급한 실정이다. 본 연구는 영세한 우리 나라 부동산중개업의 실상을 돌아보며 부동산중개업데 관련된 학문의 이론들을 기본으로 부동산시장개방 상황 하에서 우리 나라 부동산중개업 경쟁력을 갖출 수 있는 방안을 간추려 보았다. 첫째, 근대적인 경영마인드를 갖춘 경영적 중개활동을 할 수 있는 경영능력의 고조화를 위한 전문교육을 실시하여야 한다. 둘째, 외국 부동산중개업체와의 경쟁에 대응할 수 있도록 우리 나라 부동산중개업의 범위를 확대해야한다. 셋째, 부동산관련서비스를 단일화시킨 부동산종합서비스업 개념을 도입시켜야 한다. 넷째, 법정부적인 부동산 종합정보망구축을 기하여야 한다. 다섯째, 부동산거래의 안전보장을 위한 제도적 보완으로써 배상책임한도를 중개업자의 자유의사에 의해 상향조정시키거나 excrow제도의 도입이 바람직하다. 이상과 같이 조속히 개선해야 될 방안 외에도 포괄적이고 장기적인 부동산산업발전을 위한 방안을 모색하고 마련해나가야 될 것이다.
In Korea, realtor businesses are very petty, unlike the foreign realtor businesses which are very composite and specialized service activities. According to "General Agreements on Trade in Services" signed as a series of Uruguay Round of Trade Negotiations, our real estate service market is open. Thus, it is very urgent to help domestic realtor businesses sharpen their competitive edges. Under such circumstances, this study is aimed at surveying the conditions of our petty realtor businesses, and thereupon, reviewing the theories about realtor businesses, and thereby, exploring the ways to help our realtor businesses sharpen their competitive edges in the open real estate market.
The reform measures for our realtor businesses can be summed up as follows; First, it is necessary to design and implement a special education program in order to help realtors to be engaged in their businesses with an advanced management mind. Second, it is essential to expand the scope of realtor services in order to help them cope with the foreign counterparts. Third, it is necessary to introduce a composite real estate service concept streamlined. Fourth, it is essential to construct a pan-national general real estate information network. Fifth, it is desirable to adjust up the compensation liability limit or introduce the escrow system in order to ensure safe real estate transactions.
In addition to the above reform measures, it is also deemed necessary to arrange a comprehensive and longer-term real estate industry development program.
