開發制限區域內 土地의 效率的 利用方案에 관한 硏究 : 大田圈 改發制限區域을 中心으로

대전권 개발제한구역의 토지이용 실태와 효율적 이용방안을 연구했다.

개발제한구역은 1971년부터 1973년 사이에 전 국토의 5.4%에 걸쳐 지정되었고 토지이용행위가 제한됨에도 불구하고 지난 30년간 잘 유지되어왔다. 몇 해 전부터 그린벨트해제 문제가 거론되면서 사회문제화 되어 개발이냐, 보존이나 라는 관점에서 아직까지 벗어나지 못하고 있는 실정이다. 개발제한구역이 단계별로 해제되더라도 난개발 방지를 위해 개발제한구역내와 제외된 구역 밖의 효율적인 토지이용을 위해서는 계획 수립후 그 절차에 의하여 개발될 수 있도록 구역내 주민들에게 고취시킬 필요성이 있다. 본 연구는 개발제한구역에서 나타난 토지에 대한 지정, 관리, 이용 등의 문제점을 통해 대전권 개발제한구역의 실태를 파악하고 그 본질을 훼손하지 않으면서 개발제한구역의 취락이 갖고 있는 장소적 이점을 최대한 살릴 수 있는 지역별 토지의 효율적 이용방안을 제시하는데 그 목적이 있다. 이와 같은 목적에 접근하기 위해 설문조사도 병행하여 그 대안점을 찾고자 하였으며, 이에 본 연구의 중심적인 내용은 다음과 같다. 첫째, 지정측면에서는 엄정한 현지조사와 확인을 거쳐 법 제도를 강화시켜야하고, 둘째, 관리측면에서는 관리구역을 보전 및 개발정비구역으로 차등화 하여 관리토록 하며, 셋째, 이용측면에서는 구역내 토지의 합리적인 이용을 위해 체계적인 계획을 수립하여 일관성 있게 집행하는 것이 바람직하다.

특히, 난개발 방지를 위해서는 각 지역별 특수성을 고려한 부분개발이 이루어져야하고, 우선 개발시 취락단지를 중심으로 환경보전가치가 낮은 농지나 대지 및 잡종지를 해제하여 정상적인 도시계획 절차에 따라 체계적인 개발을 하여야 할 것이다. 결론적으로 본 연구에서는 과거 준농림지역처럼 난개발이 되지 않도록 충분히 새로운 개발계획안을 도출하였으므로 대전광역시 개발제한구역의 공익적 기능이 되도록 최선을 다하였다. From 1971 to 1973, the Korean Government designated 5.4 percent of the national land to be greenbelt: Despite of limitation on land use activities, the greenbelt has been well maintained for last 30 years. Since greenbelt cancellation problem was discussed several years ago, it is still in dispute to be social problems from point of view of development and preservation.

Even if the greenbelt is cancelled stage by stage, the land in and out the greenbelt has to be effectively used to prevent the land from being developed disorderly. After greenbelt planning, residents in the district are asked to be educated to develop the land in accordance with the planned procedures. The purpose of the study is to survey actual situation of Daejeon area greenbelt by designation, controls and use of the greenbelt land and to suggest effective land use ways of each area taking advantages of greenbelt village as much as possible without damaging the land's essence. To attain the purpose, questionnaire survey was also used to find out counter-proposal.

Major contents of the study are: First, from point of view of geographical situation, legal system has to be reinforced through strict on-the-spot survey and confirmation. Second, from point of view of controls, control area has to be discriminately controlled to be preservation area and development and improvement area. Third, form point of view of the land use, systematic plan has to be established to make use of the land inside greenbelt reasonably and execute the plan consistently.

In particular, to prevent disordered development of the land, partial development is demanded considering special features of each area: First of all, at greenbelt development, farmland, general land and miscellaneous land, which are located around village complex and have low environment preservation values, have to be released and developed systematically in accordance with urban planning procedures. In conclusion, the study has drawn new development plan draft to prevent disordered development, which occurred at quasi-agricultural and forestry area in the past, and has made every effort to contribute to public interest functions of Daejeon City's greenbelt.
