초록
The 21st century will become a knowledge-based society wherein the site of education must adapt according to the goals of the education. Despite today's economic developments that have led to enhanced quality in education, especially in the areas of procedure, content, professors, methods of teaching, and the quality of teachers, the facilities still cause a problem due to its antiquated and impoverished conditions. Particularly in large cities, due to the corruption that occur in city development and residential improvement, there are many large schools and crowded classrooms.
These have been established in order to better manage this population and accommodate the rapidly increasing student population. In order to eliminate overcrowding in schools and classrooms, more schools must be established. Currently there is not sufficient land for the schools to deal with this issue. Therefore, taking in consideration the research that has been already been done, and the pertinent laws, the following methods are suggested for securing school property. These improvements focus on Sung-Nam City: l. Shift in Perception - Education is an important factor in crafting the heroes of the future both at a national and social level.
At both the national and local levels, securing of school property must be performed in earnest recognizing that education is an investment not only in the future but also preserving its value as a public facility for the community. The superintendent of Educational Affairs need to pursue an innovative approach to educational facilities by establishing small-sized schools, conglomerate schools, educational-culture centers, and life-education schools. 2.
Reformation of the System for Securing School Property - An amended series of laws with an emphasis on more productive purchases must be established in conjunction with a reformed purchase system to alleviate the situation that schools currently face. 3. Reaching for a Solution to Ameliorate the School Property Deficiency - The restrictions of the Green Belt must be lightened and the public and city-owned lands must be given to school property to prepare for the establishment of schools. 4. The Local Autonomous Entity Must Be Empowered - The Local Educational Funds Law must be amended to increase the grant rates, and expand investments for the local autonomous entity.
The regulation of educational federal grants and educational development funds will safely improve the educational finances.
