초록
Resorts have proliferated as the number of people seeking an escape from the pressures of modern life and an opportunity to "find themselves" has increased. The need for resort development has become prominent in the era of government localization, which calls for balanced development and the development of leisure facilities which contribute significantly to local area development. Resort development in Korea, however, in the case of local governments, has been indiscriminately planned under the guise of regional economic development and amount to no more than vague long-term concept plans or election-year promises.
Private developers find that support in the form of tax reductions and exemptions is so poor that more and more projects are closing during the first phases of operations due to huge investment burdens. In order for tourism development to effectively carry out all of its functions, the most important criteria is the establishment and execution of rational policies. In Korea in particular, the seasonal nature of tourism business makes it difficult to identify profitable tourism ventures. Although because of this the need for government support and accompanying policy guarantees to promote tourism development has raised, the effectiveness of these policies is in doubt.
It is therefore necessary to look at examples of tourism development policies from other areas. One such example of particular note is Japan's "Collective Recreation Area Consolidation Law". Japan's tourism development climate is very similar to that of Korea. As the "Collective Recreation Area Consolidation Law" has been in effect for more than 15 years now, it is easy to evaluate the practicality of the policy. In addition, much of the literature points to the need to benchmark Japan's policy as an important example of government support for tourism development.
This purpose of this study is to identify issues for tourism development by analyzing the content and effects of Japan's Collective Recreation Area Consolidation Law. Theoretical description of the resort concept is followed by a description of Japan's resort market, development trends and future prospects. The effects of the Collective Recreation Area Consolidation Law were analyzed through a review of the literature and expert opinions. More specifically, the case of the "Tomamu" resort was used to describe the law's background and support policies. The Tomamu resort is an alpha resort developed using the third-sector development method and serves as national transportation case study.
The thesis concludes by identifying issues for Korean tourism development as raised by the Japanese case study. The Collective Recreation Area Consolidation Law was enacted on June 9, 1987 with the purpose of improving citizens' welfare and contributing to balanced development by adopting various measures to promote the utilization of private enterprises to consolidate the general functions of providing for various public activities. The positive effects of the law are: first, investment activity is promoted through deregulation, tax incentives and low interest financing offered enterprises which participate in resort development.
Second, resort development provides inducement for local authorities to improve infrastructure. Third, it prevents regional population decline and strengthens local economies. Negative effects are first, damage to the natural environment and destruction of ecosystems; second, increased financial burden on local authorities to improve infrastructure and increase public services; third, imbalance in the local economy due to rising land prices and the disappearance of local customs. Issues presented for Korean tourism development are: first, before local authorities proceed with tourism development, they should be clearly aware of the pros and cons of such development.
Second, resort development should be pursued selectively and with focus. Third, support for infrastructure development should be available from the central government.
