초록
The Urban Renewal New Deal project is an urban innovation project that aims to realize residential welfare, restore urban competitiveness, social integration, and job creation led by local communities.
The Urban Regeneration New Deal project is to proceed with the project after establishing an urban regeneration revitalization plan according to the urban regeneration strategy plan established by local governments, and then creating an rehabilitation plan draft in accordance with the guidelines suggested by the Ministry of Land, Infrastructure and Transport.However, most of the urban regeneration revitalization plan according to the urban regeneration strategy plan is established in accordance with the rehabilitation plan application form suggested in the guidelines of the urban regeneration new deal project. Its importance is growing even higher.
In general, guidelines are not binding, but they are guidelines that stipulate the basic direction, principles and detailed standards of the policy, and serve as a criterion for judgment on situations that occur when establishing and implementing a business plan, and are also used as guidelines for post-project evaluation and management. However, since there is no clear standard for the role of the guideline, the status of the guideline is different for each project, and there is a difficulty in project promotion due to differences in perception of participants and persons in charge of each project stage.
Therefore, this study attempted to grasp the progress of the Urban Renewal New Deal project by arranging the characteristics of the guideline's activation plan application through expert recognition of the level of application of the Urban Renewal New Deal Project Guidelines and the case analysis of Chungbuk residential area support type. First, the direction of the guideline was grasped through the comparison of the change by year and type of the urban renewal new deal project guideline, and the composition system and contents by sector were summarized.
Based on the summary, expert interviews were conducted to examine the perception of experts on the overall guidelines and the level of application of the guidelines (required, recommended, and optional). As a result, the application characteristic elements(specificity, impact, and application) for the activation plan of the urban renewal new deal project guideline were derived. Second, an expert questionnaire was conducted by filling out a questionnaire with the derived application characteristics.
The specificity of the guideline, the specificity of the rehabilitation plan application form, the impact of the guideline on the rehabilitation plan application form, and the on-site center were surveyed by adding questions on the degree of application of the guideline to the activation plan of the relevant area. As a result, it was found that the level of application of the Urban Renewal New Deal Project Guidelines differed by component sector and the perception of the guidelines by experts was different.
In addition, based on the analysis results, the relationship between the guidelines and the constituent sectors of the rehabilitation plan was established, and a case analysis framework was prepared. Third, focusing on the type subsidizing for residential-Area in Chungbuk province, the application of the guideline and the fidelity of the rehabilitation plan were used as a standard and analyzed by substituting it into the case analysis framework. As a result, it was found that the project was established based on the execution power of the base project rather than the housing maintenance that reflects the participation of individual residents.
In the residential area support type project, the contents of the housing maintenance project to improve the target residential condition were poor, and the contents mainly focused on street environment improvement or base building projects, and there seemed to be little difference from other types. The direction of the urban renewal new deal project guideline was proposed as follows. First, it seems that the guidelines need to specify the areas related to planning and project implementation. It seems necessary to present a casebook that can be collected and referred to by collecting many examples, or to present specific but flexible standards as optional rather than essential.
Second, it is necessary to have a device to establish an urban regeneration rehabilitation plan according to the urban regeneration strategy plan and then apply for the urban regeneration new deal project contest, so that the situation in which a type that does not fit the region is selected by changing to a type with a low competition rate is needed. see. Third, it seems necessary to supplement the guidelines so that it can be differentiated by business type so that all types do not end as a base project focused on execution power.
In accordance with the purpose of the Urban Renewal New Deal, it is considered important to strengthen the part of collecting opinions of local residents so that they can conduct projects with regional characteristics. This study analyzes experts' perceptions and cases of urban renewal New Deal project guidelines and activation plans, and can be used as basic data for urban renewal new deal projects. 도시재생뉴딜사업은 지역공동체가 주도하여 주거복지실현, 도시경쟁력 회복, 사회통합, 일자리창출을 목표로 하는 도시혁신사업이다. 도시재생뉴딜사업은 지자체에서 수립한 도시재생전략계획에 따른 도시재생활성화계획을 수립한 후, 국토교통부가 제시한 가이드라인에 따른 활성화계획(안)을 작성하여 공모에서 선정되면 사업을 진행하게 된다.
하지만 대부분 도시재생전략계획에 따른 도시재생활성화계획을 수립하기보다는 국가공모사업인 도시재생뉴딜사업의 가이드라인에 제시된 활성화계획(안) 양식에 따라 계획을 수립하고 있기 때문에 도시재생뉴딜사업 가이드라인의 중요성은 더욱 높아지고 있다. 일반적으로 가이드라인은 구속력은 없지만 정책의 기본방향, 원칙 및 세부 기준을 규정하는 지침으로서 사업계획 수립 및 시행 시 발생하는 상황에 대해 판단 기준이 되며 사후 사업 평가 및 관리 지침으로도 이용된다. 하지만 가이드라인의 명확한 기준이 없어 사업추진 단계별 참여주체 및 담당자에 따른 인식의 차이가 있고 실제 사업을 시행하는 관계자 및 주민에게는 판단의 기준이 모호한 경우가 발생한다. 따라서 본 연구는 도시재생뉴딜사업 가이드라인의 활성화계획 적용수준에 대한 전문가 인식과 충북 주거지지원형 사례 분석을 통해 가이드라인의 활성화계획 적용특성을 정리함으로써 도시재생뉴딜사업의 진행현황을 파악하고자 하였다. 첫째, 도시재생뉴딜사업
