정비사업전문관리업제도의 전문화 및 내실화 방안 연구

정비사업전문관리업자의 운영 실태를 분석하고 제도 개선방안을 제안했다.

This work is intended to analyze the states of annual registration cancellation and manpower of the specialized management businessmen of rearrangement projects that were registered in Seoul Metropolitan Government and civil appeals for the firms, and thereby propose a plan to improve relevant laws in order to make the overall operation system of the specialized management businessmen of rearrangement projects professional and substantial.

The conclusions of this work are presented as follows: 1) unification of the specialized management businessmen associations, 2) the enhancement of regulations about registration cancellation of the specialized management businessmen of rearrangement projects and the relaxation of qualifications, 3) preparation of reasonable labor cost for those working in the rearrangement business, 4) Obligatory education of those working in the rearrangement business, 5) reorganization of work scope of rearrangement firms, 6) introduction of national qualification system for those working in the rearrangement business.

본 연구에서는 현재 서울시에 등록된 정비업체에 대해 연도별 등록취소 현황, 인력 현황, 정비업체로 인한 민원사항을 분석하고, 정비업체 전반의 운영체계에 대한 전문화 및 내실화 방안을 위한 관련 법제도의 개선방안을 제시하고자 한다. 또한, 정비업체로 인한 민원사항에 대한 사항을 분석하고, 정비업체 전반의 운영체계에 대한 전문화 및 내실화 방안을 위한 관련 법제도의 개선방안을 제시하고자 한다. 연구의 결론은 다음과 같다. 1)정비협회의 단일화, 2)정비업체의 등록취소 기준 강화 및 자격요건 완화, 3)정비업체 종사자에 대한 합리적인 노임단가 마련, 4)모든 정비사업 종사자에 대한 교육이수 의무화, 5)정비업체의 업무법위 재설정, 6)정비사업 종사자에 대한 국가자격증제도 도입이다.
