According to the 'class' upturn in the Class 1 General Residential Area, the problems took place such as the distortion of the aim at establishing urban management plan, argument about special favor, lack of urban infrastructure, and a rise in land price. Gyeonggi-do region was reduced the Class 2 General Residential Area available for constructing 'apartment' due to expansion in the multi-housing supply. Thus, the land in more than the Class 2 General Residential Area is now short of the supply compared to demand, given excluding the public land such as new town and land development district.
Therefore, a house-builder is allowing the Class 1 General Residential Area to be upturn to more than the Class 2 General Residential Area in order to secure 'public housing land.' This study analyzes 'class' upturn in order to proceed with multi-housing development project in the Class 1 General Residential Area. 'Class' upturn is progressed mostly with the agenda method for the housing law, and is realized through establishing and changing the Class 1 District Unit Plan.
As for the research contents, a case study is carried out in order to analyze problems about 'class' upturn in the Class 1 General Residential Area, with a method of changing a district unit plan and of changing by the agenda for the housing law with the aim of 'class' upturn. Through these findings, the aim is to suggest the improvement plan for problems according to 'class' upturn in the Class 1 General Residential Area. This study analyzed problems targeting cases in Gyeonggi-do region, which developed 'class' upturn into more than the Class 2 General Residential Area from the Class 1 General Residential Area.
It carried out 'questionnaire research' targeting experts related to urban management plan. A case study analyzed the overview of project, the legal and institutional ground for urban management plan, and 'class' upturn procedure. It examined the contents and implications of a change in district-unit plan. Questionnaire research targeting experts included public servants, and workers for engineering companies and private companies. Including 'general matters' of the questionnaire subjects, the questionnaire items were totally 29 pieces.
The contents were composed of the recognition on district-unit plan, the evaluation on 'class' segmentation, the analysis of problems about 'class' upturn, and the suggestion of improvement plans. The problems and the improvement plans were analyzed from the aspect of the urban management plan, burden for infrastructure, and a change in land price. The most fundamental problem is what mutual dissonant occurred, by which a house-builder changed the urban management plan, which was made in the 'public domain' for multi-housing development, and then applied it to the multi-housing development project, which is enforced with the 'private' goal.
Problems about 'class' upturn include the upward adjustment in development density, lack of infrastructure, inharmony with the neighboring region, and a rise in land price. As the improvement plans for problems, it suggested the operation of urban management plan and the reinforcement in deliberation of urban plan committee. As the detailed plans, there was suggestion for restricting 'class' upturn for multi-housing development or approving it in proportion with 'public burden.' A plan for expanding infrastructure was suggested the application of the progressive standard in calculating the installation volume. Through 'case study,' problems were analyzed.
Though 'questionnaire research' targeting experts, the lack of infrastructure and the inharmony with the neighboring region were analyzed as problems about 'class' upturn in the Class 1 General Residential Area. Thus, as the improvement plans, there is necessity for establishing a plan for expanding infrastructure, which was suggested, and for a plan for complex management inside and outside of zone for district-unit plan, in order to improve problems.
