The local public corporations were established in 1989 as leading housing site developer for local autonomous administrations to be engaged directly in the regional housing site development projects and thereby, help promote the community development, while returning the development profits to the community. Since then, the local public corporations had contributed much to the community development by responding to increasing regional demands for housing.
Recently, however, as the number of the housing sites developed by the corporations but not sold out increased due to the foreign currency crisis and the overall recession of real estate sector thereof, most of the local public corporations have come to face financial difficulties. All in all, it seems to be difficult that housing sites would continue to be developed with the existing "public housing site development model" requiring a huge initial investment for "all-out purchase of land". Under such circumstances, this study aims to help improve the recent problems involving the management of local public corporations.
To this end, the problems of the conventional profitable "public housing site development model" were addressed, and thereby, the so-called "swap model" used for land zoning projects was combined with the basic frame of "public housing site development model" to introduce a new housing site development model for the local public corporations suffering more from poor financial structure than those public corporations under the central government. This study is structured into 7 chapters; The first chapter introduces the purpose, scope and methods of study.
The second chapter reviews the history of housing site development by featuring the implications of housing site development projects, changes of their systems and types of development model. The third chapter comparatively analyzes characteristics, problems, housing site supply capacity and institutional differences or advantages/disadvantages between "public housing site development model" and "land zoning model" by referring to foreign cases.
The fourth chapter examines background of local public corporations or leading housing site developers for local autonomous administrations, their problems, joint housing site development between them and city or county administrations, division of roles between national and local public corporations for housing site development projects. The fifth chapter suggests a new eclectic housing site development model - together with some legal reform measures for it - which is deemed to enable the financially poor local public corporations to continue to develop housing site projects.
The sixth chapter applies the new eclectic model to the third "housing site development project" being implemented by Local Public Corporation, and thereby, compares the simulated results with those from the conventional public housing site development model to determine the expected effects and problems of the new model. The seventh chapter concludes the study.
The major points of the new eclectic housing site development model explored by this study can be summed up as follows; (1) Unlike the "public housing site development model" characterized by "all-out purchase of land" for the project, the eclectic model adopts the "all-out purchase" mode exceptionally in consideration of the regional characteristics of the project zone. (2) The develop will develop the housing site including the rest of the land and thereby, will, as owner of the land, participate in the housing site swap together with the owners of the rest of the land.
(3) Developer and owners of the rest of land will contribute the site needed for public facilities, while developer contribute parts of his land swapped to the facility construction and joint housing sites. Owners of rest of the land will contribute parts of their lands swapped or undeveloped to independent housing sites and amenity sites. Since this new model is thought to help reduce land owners' resistance to development - one of the major problems involving the conventional "all-out purchase mode" - and at the same time, relieve developer of heavy financial burden, it may well be recommended for th
