Abstract General residential district management of Seoul Special City is an important issue of urban planning, which is discussed continually. However, the areas of usage were sub-classified differently from the intent of the designation as the standards for classification at the time of the sub-classification reflected the reality-confirming elements, and later, the institutional and operational limits of sub-classification were revealed, such as damage to the urban landscape due to the density development and the degradation of the residential environment due to the infrastructure overload as the upgrade of the type was made by the Individual Business Act, like a redevelopment project.
Thus, this study discussed the process of the promotion of the sub-classification of general residential districts and figure out whether there were problems in the present condition of designation as well as the standards for the sub-classification plan.
In addition, this study understood the changes of the aspects of the type of development of general residential districts based on the building permits and related materials (2002-2015) of Gangnam-gu before and after the sub-classification and understood the policy meanings and limitations of the sub-classification of the general residential districts, empirically comparing and analyzing the changes and characteristics of type and usage because of the changes of the buildings before and after the sub-classification of the general residential districts through this.
The main research results revealed through this study are summarized as follows: First, the standards for sub-classification were characterized reflecting the reality-confirming elements based on the planned conditions. Second, to look at the aspects of the development of residential districts after the sub-classification, the number of building permits decreased, and especially, the width of decrease was greater in the residential function than the non-residential function as a result of an analysis, and accordingly, it turned out that the ratio of non-residential composition increased by about 23%.
Third, as for the form of the development of residential districts after the sub-classification, the scale of the lots overall increased while the building coverage ratio, floor area ratio and the number of floors decreased. This is because there are differences between the types, but overall, they showed similar changes.
Fourth, there are two forms of development after the sub-classification: One is the form of changes in which the scale of lots increases, but the building coverage ratio, floor area ratio and the number of floors decrease while the other is the form of changes in which the scale of lots and the number of floors increase while the building coverage ratio and floor area ratio decrease.
Based on these results and contents of the study, policy implications for the systematic management of general residential districts are summarized as follows: First, the sub-classification of general residential districts meets the purpose to create a pleasant residential environment and housing appropriate for the characteristics of the location, but in order to correspond to the rapidly changing housing development environment, it would be necessary to supplement the standards for sub-classification continuously and to prepare standards that could rationally and flexibly adjust the areas needed to adjust and change since the location condition by type is different from the development condition.
Second, the aspects of development of concern after the sub-classification of general residential districts included the increase of the ratio of the non-residential function. In order to supplement this, it would be necessary to supplement the provisions of the acceptable usage by closely analyzing and reviewing the impacts of the non-residential function located by type on the residential environment and the related issues. Third, another type of change after the implementation of sub-classification is that the scale of the lots developed increased.
The development by joint development may not be desirable for maintaining the characteristics of the residential area by type, and it is necessary to consider an institutional supplementation, analyzing and comparing the negative impact of the increase of the scale of the lots on housing. Key words: Plan for the sub-classification of general residential districts, Standards for sub-classification, Housing development, Type, Usage
