식민지기 임야소유권 정리와 산림녹화 정책을 연구한다.

This paper examines the establishment of modern property rights to forest land in Korea. It was carried out through enforcement of new forest laws and cadastral survey of forest land under the colonial rule. The new laws allowed individuals to lease devastated national forest land for forestation and to be given the legal title in the case of successful forestation. In cadastral survey, traditional usufruct could be recognized as legal property rights only when the users achieved certain level of forestation. This process is characterized by the moto of Forestation First.
