지역방재력 향상을 위한 방재마을 구축에 관한 연구

주민 참여와 지역 간 연계를 통한 방재마을 구축 방안을 연구했다.

현재 지역을 단위로 하여 재해위험지구를 운영하고 있으나 이는 재해발생이력을 통하여 재해발생인자를 중심으로 운영되고 있어, 지역주민의 의견과는 그다지 밀접한 관계가 있다고 할 수 없다. 또한, 현재 진행 중인 자연재해위험지구 정비 사업은 타 부처 유관사업과의 연계성 없이 독립적으로 추진되고 있으며, 국비지원에 의존하는 등 수동적 예방사업 추진으로 인하여 재해예방효과가 저감되고 있는 실정이다. 지역의 안전을 확보하기 위해서는 무엇보다도 그 지역의 주민들이 주체가 되어 스스로 지역에 대한 위험을 자각할 필요가 있으며, 이를 통하여 스스로 만들어 가는 과정이 필요할 것이다. 국가의 방재서비스 또한 재해발생요인에 초점을 맞추는 것이 아니라 지역주민들이 스스로 재해발생요인을 발견하고 이를 해결하기 위한 노력을 지원하는 방향으로 정책을 전환할 필요가 있다. 이에 지역방재개념을 도입, 타 부처 사업 및 지방관리 재해취약시설 등을 패키지화하고, 주민참여 유도를 통해 지역자율 방재의식을 고취시킬 수 있는『방재마을 조성사업』을 적극적으로 추진할 필요가 있다. 방재마을은 지역방재 개념을 도입하여, 마을 단위에서 지자체와 주민들이 함께 참여하여 지역 자율 방재의식을 고취시키는 것으로 방재도시계획과 주민참여를 결합한 개념이다.

방재도시계획이 구조적인 각종 시설물 설치를 중심으로 한 개념이라면, 주민참여는 비구조적 내용을 중심개념으로 한 재난대피훈련과 재난예방활동 등이다. 방재마을 조성은 구조적 및 비구조적 사업 컨텐츠를 통해 지역의 전체적인 방재능력을 향상시키는 것을 기본으로 한다. 따라서 지역방재력 향상을 위한 방재마을 조성을 위해 재해유형 및 대상지구에 알맞은 사업계획 및 컨텐츠 검토가 요구된다. 따라서 본 논문에서는 방재마을의 정의 및 사업유형, 국내ㆍ외 사례를 조사하고, 재해취약지구 현황 분석을 바탕으로 유형별 방재마을의 컨텐츠를 제시하고자 한다. 또한, 방재마을에 대한 실증적 연구를 통해 지역방재력 향상을 도모하고 방재마을을 구축하고자 한다. Currently disaster danger district by each region is operated. However, it doesn’t have a close relation with the pertinent residents’ opinions since it is operated with disaster factor as its base through disaster history.

The natural disaster danger district maintenance project now in progress is independently promoted without connectivity with related projects of other departments and passive prevention projects such as depending on support of government expense are promoted. Therefore, an effect of disaster prevention is being reduced. To secure community safety, the pertinent residents need to recognize danger of the pertinent region in person and shall go on making their disaster prevention village in person.

The government’s disaster prevention service needs to change its polity in the direction that the pertinent residents discover disaster factors in person and support their efforts to settle the problems, not putting focus on disaster factors. By introducing the concept of regional disaster prevention, the government needs to promote 『Disaster Prevention Village Making Project』to make package of other departments’ projects and district management disaster weak facility and to raise the pertinent residents’ voluntary disaster prevention consciousness by leading their participation.

Therefore, the study surveyed definition of disaster prevention village, types of its projects and domestic/overseas cases and presented contents of disaster prevention village by each type on the basis of analysis on status of high disaster district. The study also groped improvement of regional disaster prevention ability and strived to construct a disaster prevention village through a positive research on disaster prevention village.
