Schools are essential infrastructure facilities established by urban or Gun management plan. They are central facilities that contribute to the fulfillment of educational purposes and the improvement of residents' cultural education. The placement of students in existing elementary schools and the planning for new ones has mainly been based on estimating the number of students from the number of households planned to be built in the area. However, due to the rapid decline in the school-age population and changes in demographics, this method may lead to over- or underestimation of class sizes.
Currently, elementary school attendance zones are determined annually by the Education Support Agency, taking into account pre-entry classification and transportation needs of new students. These zones are adjusted on a micro level when schools are added, relocated, closed, redeveloped, or reconstructed. In particular, elementary schools, whose commuting zones are set within 1.5 kilometers of residential areas, are more likely to be affected by changes in school size due to maintenance projects than middle and high schools.
In the current situation where maintenance projects are actively underway in Seoul, it is necessary to identify the student demand after the completion of maintenance projects within the commuting zones of existing elementary schools and flexibly adjust the school districts accordingly. Although studies on changes in student enrollment due to development projects have been conducted steadily, there is a lack of research on the impact of housing supply characteristics on changes in the size of elementary school students in existing urban areas.
This study aims to analyze the impact of development projects on the demand for and size of elementary schools in existing neighborhoods by considering the changes in residential characteristics from an urban planning perspective and the residential choice characteristics of households with elementary school-aged children. The results of the current analysis show that elementary schools that include redevelopment projects are gradually expanding in size compared to those that do not, indicating a widening gap between the two groups. Furthermore, the changes in the size of elementary schools before and after the completion of redevelopment projects differ by project type.
Projects that included Housing Redevelopment maintained or slightly increased the size of existing schools after completion, while reconstruction projects brought schools close to their original size. The multiple regression analysis showed that the effect of housing supply by equilibrium zone may differ depending on the type of improvement project. When planning school placement, it is necessary to focus on the characteristics of the area and housing supply that will change through the overhaul project, rather than forecasting school demand based on the trend of the number of students over the past five years.
These findings suggest that the supply and capacity of existing schools should be checked first, rather than focusing on the construction of new schools, and that a flexible commuting zone reorganization plan is needed to efficiently utilize them, as the number of small schools in Seoul is increasing. In addition, considering the declining birth rate and the shrinking size of the school-age population, a flexible student placement plan that is modified and supplemented not only during the planning process but also during the construction process and after the completion of the project is needed.
