The understanding of logistics has much changed in our society. In the past, logistics had the function of supporting economic activities of other industries but has developed as the industry of creating many added values as the liberalization of international trades and the globalization of corporate activities have progressed. When world-class firms make a location selection for constructing the global production system, they necessarily take into consideration whether or not an efficient logistics system can be used as well as the low-cost production system. And it is difficult to enhance the level of national economy when the systematic and efficient logistics system is not constructed.
For this reason, whether or not the logistics industry has been developed is regarded as the yardstick for advancement in the international community. Now, it is a point in time that government should formulate the schemes to revitalize national economy through logistics industry such as what policy to be established and supported, what is needed, and what role should be played, in order for the logistics industry having an increasing effect on national economy to become one axis for its revitalization.
This study focused on the administrative service support of pubic agencies to overcome the lack of economic and temporal costs and the limit of spatial movement experienced by goods owners from a practical perspective of logistics complex development to promote ever-increasing physical distribution in Korea. Existing previous studies have focused on presenting the macroscopic direction of policy formulation for logistics complex development and the presentation of its improvement scheme.
But this study attempted to analyze actual problems faced with the department in charge of practical business related to the logistics complex and facilities and investigate the administrative service support improvement scheme with a focus on its settlement. As a result, the following problems were found in relation to support for logistics administration services related to logistics complex development: First, sophisticated complex logistics facility infrastructure and operation programs are insufficient.
Administrative service support is needed that can provide the total solution(transportation, storage, loading and unloading, packaging, information activities) of in-bound logistics of logistics supply value chain to support domestic global firms having difficulty in the logistics field. Second, legal and institutional improvement is needed for logistics complex development.
Licensing procedures for the development of the logistics complex are stipulated in related laws, but the problem is that the development procedure has the obscure part in relation to the industrial park development procedure, and the matter unprescribed in the guideline for logistics complex development should comply with relevant statutes and the decision of the local government head. So legal and institutional improvement is needed to settle the different view between national government and local government if any. Third, there is a poor concept of the integration plan and mutual linkage(network) of logistics facilities.
The logistics complex is constructed under the initiative of government agency, and so the sustained and effective management and supervision system is required for logistics complex operators and managers. Nevertheless, the current management system for them is very poor. Fourth, specialized logistics manpower and educational programs are lacking. To provide support for the logistics activity of the firm by developing and operating the logistics complex, specialized logistics manpower is needed from the stage of establishing the operation plan. This is true of public agencies as well as firms. Nevertheless, specialized logistics management manpower is insufficient.
And the educational program for managing logistics in an efficient way is insufficient. This study presented the following results as the scheme for administrative support service related to logistics complex development to resolve the above problems: First, it proposed that the integrated management system should be constructed for the logistics complex. National government should construct the database for statistical data related to logistics reflecting the real-time trends of the logistics market environment and the logistics industry, and regional government as well as city and provincial governments should establish the comprehensive logistics information center.
The special standing organization for it – eg. the logistics market stabilization planning group - is needed. Second, it proposed that it is necessary to construct the specialized logistics base for making the logistics complex hub and enhancing its efficiency, to construct the collaborative network and to construct the regional balanced system.
By attracting the specialized public logistics service function by hub, it is necessary to expand the public function of individual logistics hub facilities, secure the specialty of facility operation, enhance the efficiency of logistics business, and construct the logistics base making it possible to create the environment-friendly, high-efficiency and additional added value with the application of the most advanced information technology. Third, it is necessary to train and educate insufficient specialized logistics administration manpower.
For this purpose, institutional improvement is required to expand the training of and investment in logistics manpower linked with educational institutions, promote advanced logistics manpower exchange activities, make the specialized qualification system obligatory, operate the administrative organization in charge of logistics under immediate control of the agency, and make it possible to be integrated and operated with outside special instit 우리 사회에서 물류에 대한 인식이 많이 달라졌다. 과거에는 물류가 다른 산업의 경제활동을 지원하는 기능을 하였으나, 국제교역의 자유화
