낙후된 공업지역의 정비방안에 관한 연구 : 부산광역시 사상구를 중심으로

The Sasang Industrial Complex has not grown by design but it has been a major industrial base of Busan, playing a central role for economic development and urban growth in Busan. However, with the expansion of the city, factories in the complex are leaving the area because of rising land price, intolerable labor?management conflicts, regulation on inadequate businesses, etc. and as a result facilities are deteriorating and sites left behind are being developed indiscreetly and all these phenomena are accelerating the decline of the Sasang Industrial Complex.

The present study purposed to analyze the growth process of the Sasang Industrial Complex by examining the position of the complex in the urban space structure of Busan and the current state of industries in the complex. Through the analysis, we derived problems inherent in the complex, recognized potential for growth of the Sasang Industrial Complex. Furthermore, how to improve the complex was considered in order to reactivate the industrial functions of lagging industrial areas and to suggest directions for reforming their constitution in a future?oriented way.

Based on the results of this study, we suggested a number of plans to improve for restoring the lagging industrial functions of the Sasang Complex in the western area of Busan, to resume its functions as a sub?center and a base of exchange, and to improve deteriorated urban environment and revive local economy. First, as a plan to enhance the efficiency of land use, we suggested the basic skeleton of the spatial structure of Sasang?gu, which is composed of the sub?center, residential area, industrial area and amusement and recreation area in consideration of the position of the Sasang area in Busan, and suggested improvement plans for each area.

In addition, we emphasized the necessity of green networks along the axis of the Nakdong River and at districts around the Sasang Station for highly advanced land use. Second, we proposed the designation as a national industrial complex the industrial area around Hakjang and the construction of various support systems, and suggested the restructuring of industrial functions into high?tech industries. Third, the reactivation of the stagnant Sasang Industrial Complex can be approached through ?urban industries promoting redevelopment.?

The combination of the industrial function, the residential function, the sub?center function and the amusement?recreation function proposed above will provide opportunities for the growth of the locality and at the same time the construction of infrastructure. Fifth, although the Sasang Industrial Complex is obsolete and its industrial structure is old, it is not easy to exclude all its industrial functions and change them to other uses.

Thus, as attempted to improve large?scale industrial complexes in other cases in Seoul and overseas, apartment?type factories may be tried at the Sasang Industrial Complex and they can be desirable means for restructuring the industries and securing lands for industrial uses. As presented above, this study suggested plans to strengthen the industrial competitiveness of the Sasang Industrial Complex and to promote the growth of the locality by reactivating the industrial functions of the complex and maximizing the potential for growth and geographical advantages of the Sasang area.
