지속가능한 일필지 관리에 관한 연구

지속가능한 일필지 관리의 방향과 체계 구축 방안을 검토했다.

인간과 일필지의 관계는 과거와 현재뿐만 아니라 미래의 환경까지 고려하는 지속가능한 발전의 패러다임을 고려한 접근이 강력이 요구되고 있다. 따라서 본 연구는 일필지의 관리와 관련된 지속가능한 발전의 이론 및 현황을 검토하여 지속가능한 일필지의 관리를 위한 바람직한 방향을 모색하는데 목적을 두고 있다. 이러한 연구목적의 달성을 위하여 연구범위는 토지 및 일필지 관리로 한정하고, 조사방법은 문헌조사를 통한 2차 자료를 수집하여 이론적 토대 및 접근 틀을 설계하고, 접근방법은 기술적 접근방법과 체제론적 접근방법을 병행하여 적용하였다. 연구결과는 다음과 같은 관점 및 내용에서 검토되었다. 첫째, 일필지 관리의 지속성 방향은 일필지 정보의 디지털 관리체계 구축, 일필지와 관련된 관리 시스템과의 연계 차원에서, 생태성 방향은 친환경적 일필지의 관리를 위한 공급기반의 조성, 개발행위자의 인식전환 관점에서 검토되었다. 또한 형평성 방향은 지적재조사사업 세부추진계획의 전략적 수립, 전자-참여형 지적민원시스템의 확대 및 개발 차원에서, 효율성 방향은 민간-공공부문의 협력적 네트워크 구축, 입체필지의 개념 도입 관점에서 이루어졌다.

Recently, the relation of people to parcel is required to be approached considering not only past and present environments, but also future environment which is the paradigm of SD. For that reason, the purpose of this study is to seek the desirable direction for SPM by reviewing theories and status of SD with related to PM. To achieve the purpose of the study, the research range are limited to LM and PM. Survey was carried on through collecting the secondary research data by literature review and the and approach framework was established based on it. And a descriptive and systematical approach is applied concurrently.

The conclusion of the study are produced from 3 following aspects as follows: First, the direction of sustainability in PM was examined in terms of establishment of digital management system of parcel information and a linkage between management system related to parcel. Second, the direction of ecology in PM was conducted as a viewpoint of creating supply infrastructure for environmentally sound PM and a need for change developer’s perception. Third, the direction of equity in PM was reviewed in terms of strategical establishment of detailed plans of cadastral resurvey project and not only expansion but also development of electrical and Participation cadastral affairs system.

Fourth, the direction of efficiency in PM was reviewed as a viewpoint of establishment of cooperative network between private-public sector and introduction of 3D parcel concept.
