지적측량 성과결정의 객관성 유지를 위한 관리 체계 개선 연구

지적측량 성과의 객관성 유지를 위한 정보·관리체계 개선안을 제시했다.

지적정보는 공공행정과 국민 재산권의 기초정보로서 역할을 하고 있고 전세계적으로 정보의 가치가 부각되고, 개방과 공유를 주요 정책으로 채택함에 따라 빅데이터와 만물인터넷의 기초자료로 사용되고 있다. 또한, 지적정보는 국가사무의 성과물로서 생성되고 있어 실시간으로 갱신되는 최신성과 지적측량에 의해 결정된 정확성을 갖고 있어 주요 국가행정의 기초자료임과 동시에 매개키로서의 역할을 하고 있다. 하지만 지적제도 자체가 가진 현장상황과의 차이, 도해지적의 한계로 인해 그 가치가 축소되고 있다. 이에 대해 정부에서는 지적재조사와 도해지적 수치화라는 장기적인 개선 방안을 내놓고 수행하고 있어 지적측량성과를 유지·관리하기 위한 미래지향적인 개선방안이 요구되는 상황이다. 본 연구에서는 지적측량 성과결정의 객관성 유지를 위해 필요한 정보측면과 제도측면에서의 개선방안을 제시하였다.

The cadastral information is playing a role as a basic information about public administration and people’s property rights, the value of information is revealed globally, and as opening and sharing are selected as major policies, they are used as basic data on Big Data and Internet of Everything. Also, the intellectual information is created as a result of national office works and it has accuracy decided by latest and cadastral survey extended in real-time, and this is playing a role as a composition key also as the basic data of the major national administration.

However, due to the difference with the site situation that a cadastral system has and the limitation of graphical cadastral surveying, its value became reduced. For such, the government establishes and implements the long-term improvement measures named digitized cadastral re-investigation and graphical cadastral surveying, and futuristic improvement measures for the management/maintenance of cadastral survey results is required. This study proposed the improvement measures in the aspects of information and system required to maintain the objectivity of cadastral survey result decision.
