Cadastral Service has made a great contribution to National Land Policy Service since 1910. It has made an offer the national land information, led the protection of the citizens' property during rapid economic development and nation land management all over the country in the 1970's. Our land information was demanded uniformly and simply in the past, but now swiftly and accurately to cover frequent transfer of the dominion, fluctuation of the price by the IT developing and applied information requirement. The on-line real estate administration is meeting the citizens' desire of swiftly and accurately land information.

Also both public servants and citizens are realizing the power of information. It is said "The 21C is the age of information". Thus local government have been trying to abolish the old cadastral system and step up an electronic government which will deal with multi-purpose cadastral or comprehensive cadastral through Parcel Based Land Information System(PBLIS) and Land Management Information System(LMIS). No matter what the efficiency and service of cadastral administration has advanced, organization of public servant in cadastral section has not done.

Because reorganization of cadastral section has pushed ahead with the unreasonable merger and abolition, or cutting down the number of public servants. To take into consideration the above current problems, We will have to strengthen the cadastre function and draft of public servants in cadastral section. The main goal of this research is to investigate how do public servants in cadastral section evaluate the standard of cadastral administration and office environment, otherwise what is their professional sense. The methods employed for the research is questionnaire. In research results, public servants in cadastral section have been dissatisfied with office environment.

And They are demoralized by heavy duty and wish to change their occupation. These current problems must be settled immediately and reasonably, efficiently for developing local administration. The reform measures of cadastral administration system suggested in the thesis are as follows: 1. Local cadastral section should protect citizens' property thoroughly by making institutional devices which will solve the problems of cadastral inconsistent land. 2. To unify cadastral administration of Local Government and registration administration of Court, Local cadastral section needs to collect the public opinions and holding public hearing. 3.

It is necessary to enhance the moral of public servants in cadastral section by reasonably reorganizing the cadastral structure and drafting or giving incentive of them. 4. It is necessary to complete early stage cadastral informationalization plan for the better services.
