통일후 북한의 토지 사유화 제도 도입에 따른 정책적 과제에 관한 연구 = (A) Study on introduction of land privatization system to North Korea after unification

통일 후 북한에 토지 사유화 제도를 도입할 때의 정책 과제를 연구했다.

It is the purpose of this study to suggest policy guidelines to cope with issues and problems ensuing in the process of the introduction of land privatization system to North Korea after inter-Korean unification. This problem arises from the fact that the land title was confiscated from the owner without any remuneration. For which the study method employed was based on literature review and on a case study on the cases of those countries which experienced similar problems like Germany, China, and East-European countries.

As a result of the study it has been found that the dealing problem of land ownership in North Korea is summarized into three categories such as "return to original owner", "compensation to original owner", and "renationalization of present collective farms". As a method of solving the problem it is possible theoretically to choose one of them but it is judged that it is impossible practically to return and compensate. Therefore it will be desirable to compensate the original owner in the form of tax reduction and tax exemption.

Although it is not the objectives for which the market economy is geared when the unification is carried out under the initiative of South Korea, it is regarded as one of the best alternatives to solve the problems to be caused in the process of land privatization in North Korea. Moreover redemption fund of national and public land will be utilized not only for the investment for North Korean economic development but also will comply with such purposes of privatization policy as income redistribution and investment promotion.
