영국 토지관리 조직에 대한 비교정책적 탐색: Land Registry & Ordnance Survey

영국 토지관리 조직과 지적·등기 기능의 운영체계를 분석했다.

본 연구에서는 영국의 토지관리 조직을 분석하고 시사점을 도출하였다. 특히 영국의 Land Registry와 Ordnance Survey에 초점을 두고 연구를 진행하였다. 개념적으로 토지관리는 공공성이 주요한 요인으로 작용하며, 토지관리 조직구조는 토지관리 조직의 업무, 토지관리 조직의 통합⋅관리, 데이터의 접근 및 공유 등 기능적 차원에서 접근되는 경향이 있다. 검토된 내용을 토대로 Land Registry와 Ordnance Survey를 검토 및 분석한 결과 세 가지 시사점을 도출하였다. 첫째, 영국 토지관리 조직들은 비즈니스⋅에너지⋅산업전략 부처, 우리나라의 토지관리 조직들은 국토교통부 산하에 관리되고 있으며, 토지관리 조직들은 각각의 기능을 가지고 있다. 한편, 우리나라의 경우 국토교통부에서 지적업무, 법무부에서 등기업무, 농림축산부에서 농지업무를 담당하고 있어 통합・관리 차원에서 다소 미흡함이 있다고 판단될 수 있다. 둘째, 영국은 토지관리를 경제적 관점에서, 우리나라는 관리의 관점에서 바라보는 경향이 있다. 우리나라에서도 토지관리를 경제적 관점으로 접근하고 검토해볼 필요가 있다고 판단된다. 셋째, 영국과 우리나라 모두 일반인이 토지정보에 쉽게 접근할 수 있도록 환경을 조성하고 있다. 다만, 토지관리 조직이 제공하는 공공 데이터에 대하여 표준화 및 안보요인이 고려될 필요가 있다.

This study analyses an organization of land management in the UK. To be more precise, Land Registry and Ordnance Survey are focused. Conceptually, public interests are of paramount importance in terms of land management. The organization structure of land management is based on functions, integrated management, and access to data. In line with it, Land Registry and Ordnance survey are reviewed, which suggests three issues. First, an organization of land management in the UK and South Korea has each task and the organization has been integrated in terms of management.

Second, land management tends to be approached from the economic perspective in the UK, while it tends to be reviewed in terms of management in South Korea. Third, an organization of land management in the US and South Korea provides data to the public, while standardization and security need to be carefully considered to share data.
