민간 도시개발사업에 적용가능한 생태환경계획지표선정 연구

민간 도시개발사업에 적용할 생태환경계획 지표를 선정했다.

분 연구에서는 ‘지속가능한 신도시계획기준’에 의해 330만㎡ 이상의 공공택지개발사업에 우선 적용되고 있는 생태환경계획의 중요도와 도입가능성이 높은 지표들을 민간도시개발사업에 우선 적용하기위해 민간도시개발사업의 특징을 고려한 계획지표선정을 시도하였다. 현재 생태환경계획은 민간사업에 강제성을 가지고 적용하기는 힘들지만 민간사업자가 개발사업의 생태성을 확보하기 위한 수단으로 일부 적용하고 있으며 민간도시개발사업 또한 적극적으로 추진함에 따라 친환경적인 개발의 수요증가가 예상된다. 그러므로 이러한 수요를 반영하기 위해서 본 연구에서는 민간사업의 사업성 저해를 최소화하며 우선 적용할 수 있는 지표의 선정을 시도하였다. 기존의 지표는 대규모 공공택지개발사업에 적용된 사례들이 대부분이고 도시개발사업 차원에서 연구되었으나 민간부문에 특성을 반영하지는 않았다. 이에 본 연구에서는 전문가 설문조사를 통하여 적용 가능한 지표를 민간도시개발사업의 특성을 고려하여 반영하였다. 또한 기존 제시된 연구들은 개발사업 규모별로 도시, 단지, 건축 차원에서 각각의 연구를 진행하였으나 본 연구에서는 이들 각 지표들이 통합적으로 적용 가능하도록 하나의 체계 안에서 재구성 하였다.

따라서 본 연구에서 제시한 지표들은 민간도시개발사업에 우선적용이 가능하고 전문가들의 의견을 반영하여 친환경적인 도시개발사업을 할 수 있는 지표를 우선순위에 따라 제시하여 향후 연구의 기초자료로서 도움이 될 것이다. This study attempted to select of the indicators that considered private urban development features, which has a good possibility of instruction and importance of Eco-Environmental planning. And this is based on the index of environmentally sound and sustainable new town planning which is reflected for massive public housing development over 3.3million ㎡. In present, Eco-Environmental Planning is inapplicable to a private development under compulsion. However, as means of securing ecology of development, private developers partially apply it to their development.

Accordingly increased demand for eco-friendly development is expected. Therefore, To reflect the increased demand, I have attempted to select of applicable indicator in first place with minimize obstruction of private development. Most examples of existing indicators are applied to massive public housing development. And these indicators have been studied, but it is unrepresented in under urban development circumstance. Therefore this study reflected applicable indicator considering peculiarity of private urban development through expert questionnaire.

In addition, existing studies have been progressed by size of development as urban, estate, construction but this study reorganized it for indicators. In this study can be applicable to private urban development preferentially and also helpful for the next study as a basic material by indicating indicators of environmentally friendly urban development which are reflected experts’ ideas.
