용도지역지구 데이터 품질향상 방안 연구

용도지역지구 데이터의 품질 저하 원인을 살피고 개선방안을 제시했다.

Zoning district is designated and operated as a means to economically and effectively use land while improving the public welfare. Also, it is the most significant information directly related to the property right of the citizens as it influences land use regulations. However, the zoning district DB has an issue of its quality degradation due to several reasons: classification of zoning district according to different laws, management of a cadastral map by dual departments, different measures mobilized by each local government in performing tasks, and a weak link system among relevant systems.

Such issues have also caused side effects such as declining trust in public administration and ineffective business process, thereby implying a risk of damaging the property right of the citizen. This study suggests methods of solving the problem of the zoning district data and improving the data quality. To this end, responsible managers in local governments were visited and asked to take the survey on the current operation status in this study. According to the site investigation, this study proposes ways to improve the data quality of being produced data as well as existing data.

This study can contribute to enhance the reliability of public service and protect the property right by linking the establishment plan of the third land use information system. 용도지역지구는 토지의 경제적・효율적 이용과 공공의 복지증진을 도모하기 위한 수단으로서 지정・운영되며, 토지이용 규제와 관련이 있기 때문에 국민의 재산권과 직결되는 매우 중요한 정보이다. 그러나 서로 다른 법률 기반의 용도지역지구 지정, 연속지적도 관리 부서와의 이원화, 지자체별 상이한 업무 수행 방식, 관련 시스템 간 연계체계 미흡 등에 의해 데이터의 품질이 저하되는 문제점을 가지고 있다. 이러한 문제는 공공행정의 신뢰성 저하와 비효율적인 업무 프로세스와 같은 부작용을 야기하고 있으며, 궁극적으로는 국민 재산권에 피해를 초래할 수 있는 위험을 내포하고 있다. 본 논문에서는 용도지역지구 데이터가 가진 문제점을 해결하고 품질을 향상시키기 위한 방안을 마련하였다. 이를 위해 지자체에서 관련 업무를 수행하고 있는 담당자들을 대상으로 현황조사를 실시하였으며, 기존에 구축된 데이터의 품질 개선방안과 향후 구축될 데이터의 고도화 방안을 제시하였다.

본 연구 성과가 향후 국토교통부의 제3차 국토이용정보체계 구축사업과 연계를 통해 공공행정의 신뢰성 향상과 국민 재산권 보호에 기여할 수 있을 것으로 기대된다.
