統一後 北韓地域의 土地政策에 관한 硏究 = (A) Study on the Land Policy in North Korea after Reunification

통일 후 북한 지역에 적용할 토지정책과 남북 토지제도의 차이를 연구했다.

This paper is written to propose an outline for land policy that could be adapted in North Korea after reunification. therefore Chapter Ⅱ describes the general property of the land and discusses the function of land tax regulated publicly and its economic effect. In Chapter Ⅲ, the land policies and systems of South and North that have been changed differently are investigated and the essential differences between b t h land systems are made clean. with this, it is intended to be given as the bask data of making a land policy, hereafter. In Chapter Ⅳ, the case of unificated Germany is studied, and the process of her land policy and its problems are analysed.

In Chapter Ⅴ, how to make the land policy in North area is proposed, after Reunification. Main idea for land policy proposed in this paper is abstracted as follows: (1) Although South and North have different ideologies and land systems each other, presupposing the adquate compensation South Korea, it would not be illegal for restricting private ownership of land by means. It is right to nationalize the public domain of North partly. (2) It is needed to establish a bask law for reorganizing the land system in North area. (3) The land ownership would be reorganized fundamently on the basis of market economy mechanism.

(4) As the method of making the Land in North area private, first of all the lands made private and abolished have tn he classificated, and then would be disposed of under the stab control. (5) To solve many problems happened to North arm, the land speculation arid the dispute between be-owner and was-owner, the government has to strengthen the provision for land transaction and the regulation for soaring land price. (6) The existion development-profit-receiving-tax is revised to restrict soaring land price and bringing about the unearned income.
