The common meadows is the representative commons in Jeju Island. Traditional commons were mainly in the form of natural commons, local commons, and community commons. The common meadows was also a commons where local communities have formed a herding system to meet socioeconomic needs. However, today, the possibility of dismantling the common meadows is increasing because it is not properly utilized by the local community, and various public support measures for the preservation and utilization of the common meadows are being submitted.
The grounds for public support from the Ministry of Environment, the Ministry of Agriculture, Food and Rural Affairs, Jeju Provincial Government, and Jeju Provincial Council are mainly mentioned as creating economic benefits through livestock, revitalizing village communities, inheriting herding cultural heritage, and protection of grassland. However, at this time, the economic utility expected through public support is concentrated in the local community, but the environmental utility goes beyond the boundaries of the local community. In other words, the common meadows is positioned not only as a community commons but also as a public commons.
In this regard, this study considered what issues the common meadows has as a commons when seeking public support for the conservation and utilization of the common meadows. These include the gap between the use of the common meadows and the protection of pasture land, the diversification of the subject of common meadows utilization according to diversification of ranch land ownership, the modern reorganization of the common meadows association, public support and commoners' right to self-determination, and the partner state issues of multi-centric governance, etc.
In a situation where various traditional commons face the risk of dismantling due to underuse, what is the social justification and theoretical basis when the central and local governments provide public support will be a sharp topic in future Korean commons research.
