초록
Although the central government and local governments have accomplished a variety of land-related informationization throughout the society, the structural problems which make the link application and integration difficult have arisen due to the inaccuracy of land registration information such as the land inconsistency with the land registration map.
In addition, the work-related research which is based upon the information system ought to be dealt with as a critical issue on the information system itself and the importance of information system quality gradually increases as it takes on a crucial role of the work-related performance in an organization according to the changes of the social environment. Therefore, the purpose of this study is to investigate the cause-and-effect relationship between the quality factor of the land information system and the Work Performance by examining the level of User Satisfaction and System Use.
This investigation measures the effect of the Work Performance involved in the information user's duties such as making decisions and settling civil complaints, and further has the significance of making an approach to an effective operation in order to increase the Work Performance. For the sake of doing so, this study uses the system quality, information quality, and service quality among the success models mentioned in the previous researches and conducts an analysis based upon the key factors suggested in the viewpoint of the inner process and the learning and growth among the balanced performance theories and the measurement index suggested in the revised Performance Theory.
The difference of group consciousness is verified in an empirical analysis by examining six factors of the Korea Land Information System's registration information. The survey questionaire is made and the interactional relationship is verified by respectively establishing the measurement factors in the Korea Land Information System which are an independent variable, the User Satisfaction and the System Use which are a parameter, and the Work Performance which is a dependent variable. The study shows that the items registered in the Korea Land Information System have attentive differences statistically, compared to the group specimen and the inquiry items.
Moreover, it is observed in this study that the system quality, information quality, and service quality which are quality factors of the Korea Land Information System have all influenced the User Satisfaction and System Use, and that User Satisfaction and System Use influence the Work Performance. In this study, the suggestions and the proposals for the effective management of Korea Land Information System are as follows. First, the system quality in the public sector becomes a fundamental factor because it is directly related to the reliability for settling civil complaints.
Accordingly, when proceeding constructions or advanced businesses in the future, the initial users' requirements should be actively reflected and h/w and s/w which are directly related to periodical upgrades of information system's attribute data and topographic information should be additionally supported simultaneously. Second, in the case of information quality, when constructing the initial system in the future, the effectiveness of information quality should be attained by making a clear and detailed plan including information quality's range, form, and maintenance plan and the internal and external reliability should be boosted through organizing the basic data.
Third, when there arise malfunctions in the case of the service quality, people's constant inconvenience such as the interruption of settling civil complaints happens. Therefore, the government employees and maintenance enterprises should cooperate and take roles in establishing Help Desks in each city and province. In addition, in order to creatively improve the users' work environment and the public service, the Help Desks should carry out the support service through active listening to opinions including the on-scene monitoring.
Fourth, due to the characteristic of the public official group in the case of the User Satisfaction, the performance satisfaction of the work regarding the information system is shown through the effect on the quantitative aspect such as shortening the handling term by rapidly settling civil complaints on the consumer's side and the effect on the quality aspect such as leveling the service up. Hence, in order for users to comprehend and trust the work specifications in real time, the function of the system's access and utilization should be reformed so that it could be based upon the users.
Fifth, in the case of System Use, in order to establish a system, problems must be discovered beforehand by utilizing it as much as possible in a variety of the work environment through constantly investing the national budget related to the spatial information data and the solutions to the problems should be presented. Furthermore, the processes of trial and error such as inducing group complaints should be prevented. Sixth, when conducting additional new businesses or high-class projects in the future, the requirements for the local government system users' necessity must be reflected so that they can be suitably utilized.
To do so, the effect of the performance of one's duties should be enhanced by clarifying and subdividing the phases of the user authority division in order to easily process and fuse registration information in the system and by making the selective use possible according to the work types. The distinctive results of this study are as follows. First, this study has analyzed the effect relationship of each factor by integrating the Land Information System with the user-centric Work Performance. As a result, the impact of quality factors and the attentive factors on the measurement items can be the sources of political judgment such as the guidance of Work Performan
