북한 지역 지적원도 DB 구축 및 활용 방안 연구

북한 지적원도의 데이터베이스 구축과 활용방안을 연구했다.

While preparing for the probable land dispute in case of North Korea collapse, we are in urgent need of DB establishment to overcome the limited application of current analogue type original cadastral maps of North Korea. Also, it is necessary to develop a policy that can replace the direct hometown-visiting for the first generation displaced people who have been gradually decreased since the Korean division. This study suggests methods for application and establishment of map databases using original cadastral maps of North Korea.

We made serial cadastral maps using original cadastral maps of Pyongyang and Hwanghae-Do areas, transforming into world geodetic systems in order to find current locations using pre-division parcel numbers on the satellite images. For the verification of location accuracy, we used surveying control points constructed in the Japanese colonial period, finding the results are within allowable error scopes. As an application, we also suggested a searching method on the Satellite image using parcel numbers of displaced persons’ hometown. 북한 붕괴 시 소유권 분쟁 등에 대비하고, 북한 지역의 지적원도가 아날로그 형태로 관리되어 활용이 제한적이라는 한계를 극복하기 위해서는 북한 지적원도에 대한 DB 구축이 필요하다.

또한 분단 이후 많은 시간이 경과하여 점점 사라져 가는 실향민 1세대에 대한 배려로 고향 방문을 대체할 만한 정책 개발이 필요하다. 이 연구에서는 북한 지역에 대한 지적원도를 이용하여 도면 DB를 구축하고 이를 활용하는 방안을 제시하였다. 도면 DB를 구축하기 위해 평양과 황해도 일원의 지적원도를 연속도면으로 제작하여 세계좌표계로 변환하고, 일제 강점기에 설치된 삼각점을 이용하여 정확도를 검증하고 오차범위 이내인 것을 확인하였다. 활용 방안으로 분단 전 북한 지역의 지번을 이용하여 현재 위치를 위성영상에서 찾는 방법을 제시하고 실향민이 고향의 변화된 모습을 위성영상에서 찾아볼 수 있도록 하였다.
