Busan city needs to improve the basic planning policy for the Urban and Living Environment Improvement. That is, the master plan for the Urban and Living Environment Improvement announced in 2005 is upclated in the urban structure, urban function arrangement, and environment-friendly urban plan, compared with Busan master plan announced in 1996 and re• arrangement plan announced in 2001. However, this plan contains many doubts in terms of the practicality by approaching the complicated city’s problems as a form of complicated master plan.

Accordingly, there needs to be a strategic plan and management for a short term, mid term, and long term urban plan based on a concept of strategic planning in order overcome the practical problems which are contained in Busan master plan. Because the existing urban master planning and the rearrangement plan policies have mainly focused on the physical regulations, it is a passive policy to regulate the plans not facilitating the active policies such as the urban rearrangement and redevelopment.

In order to activate the master plan of urban and living environment improvement act, it is necessary to convert the passive policy into the active policy which seeks the practical means actively in the social, economical, and cultural aspects by escaping the passive aspects such as the simple regulation or maintenance of physical aspect. There are total 478 arrangement areas in Busan city (137 places for living environment, 182 places for housing redevelopment, 84 housing reconstruction, 49 places for urban environment, 26 places for reservation). The number of these areas is larger than other cities. The urban structure has become poorer due to a population growth of refuge period.

In order to improve the poor urban structure, Busan city has attempted to improve the urban structure by designating the living environment improvement area or the housing redevelopment area. However, Busan' s problem will not be solved by the method which specifies the small scale redevelopment area and improves the urban structure. In order to improve the master plan epochally, “New Town" development system like Seoul or the zone which is subject to “Special Act on Urban Structure Improvement" must be specified. The large scale urban structure improvement is the most necessary.
