비도시지역의 PUD 방식과 제2종 지구단위계획 방식을 비교 분석했다.

Urban Sprawl has been appeared by the scatter developments with rapid economic growth, both in United State of America(USA), and Korea. Therefore, they have tried to protect the urban sprawl and environment damage in the name of the Planned Unit Development(PUD) developed by USA and the Second District Unit Plan(SDUP) developed by Korea to each other especially. The urban planning systems of both countries are similar in Zoning Regulations on the flexible techniques including the PUD and the SDUP. Thus, it is necessary to compare the SDUP to the PUD and review whether the PUD can be applicable to the SDUP.

The Guideline Analysis Study and Case Study were applied to compare and contrast between PUD and SDUP. The guideline analysis study was conducted by comparing the guideline of the SDUP and PUD in order to apply the regulations of the PUD to the SDUP. The Case Study was performed by analyzing the land use maps, visions, goals, objectives, indexes, targets, strategies, appearances of the developments to understand the physical materialization of the SDUP/PUD guides. This research has found that both systems have several similarities to the regulations of infrastructures, landscape, environment, road and street forms, land and structure use, the use of incentive.

Besides, it has found out the complements of the SDUP, which should regulate clustered block, lot control, mixed land use, various incentive system the road forms of cul-de-sac, loop and should make two-phase review application, conference/discussion process to cope with variable development conditions. Especially, it is necessary to establish common open space, public facility guideline including the classification of recreational, preservable open space and providing attractive views, space for recreational activities and buffers.

Finally, it needs the cooperation and conference of the main positioners as local government, urban planning commission, resident/owner, developer so that the PUD could be applied successfully.
