Abstract From 2002, Seoul city has been promoting New Town project which promotes balanced development between Gangnam and Gangbuk as it secures urban infrastructure by planning to make one wide area grouping several substandard housing complexes for a redevelopment project and pushes ahead with reorganization by relaxing architectural regulations.
Eunpyeong New Town project which was promoted for the first time is being promoted as the only public-managed urban development project, and it implemented many measures for supporting native people such as increasing compensation by removing a ban on limited development district in advance and providing houses at a construction cost. Most precedent studies relevant to native people's resettlement were about the way for cooperative redevelopment between housing redevelopment association which is composed of land owners and home builders to share the responsibility and development gain.
The purpose of this study is to analyze native people's resettlement rate in housing reorganization projects implemented in a way of public-managed urban development by SH corporation and to research factors influencing resettlement rate. Spatial range of the study targets 1 district of 3 districts in Eunpyeong New Town which is promoted as the only public-managed development and where native people currently live, and the range of time is from Nov. 20th, 2002, the basic date of measures for native people's settlement to May 31st, 2011, the date of starting this study.
For analysis, a survey was conducted on basic data such as personal conditions about native people and current conditions of home ownership, and individual and economic features such as whether they live in this strict on May 31st, 2011, reason for settlement and current conditions of liabilities through a phone. With those data, effects of each feature variable on resettlement rate was analyzed using logistic regression analysis model. Native people mean people who have a house and live in the project area on Nov.
20th, 2002, the basic date of measures for settlement of Eunpyeong New Town project, and rate of resettlement was decided as a rate of native people who moved in newly constructed apartment houses on Jun. 1st, 2008 and then still live in the 1st district of Eunpyeong New Town except those who sold the house due to economic burden, change of workplace, or children's school problems, or leased out the house and moved to other areas. The majority of native people are in their 50~70s who have lived in the target district for a long time after settlement, and belong to lower-income group with 87% of people having old substandard houses under 50 million won worth.
Precedent studies analyzed that the average rate of resettlement in 38 house redevelopment projects districts in Seoul in the past was 40%. As a result of a survey, rate of resettlement in Eunpyeong New Town was 58%, relatively high. This may be because of implementation of several measures for settlement such as providing houses at a production cost and pleasant and favorable locational conditions for housing. As a result of logistic regression analysis, variables of ages, supply area, household income and household debt was shown as significant. As a result of analysis, the older people are, the higher the rate of resettlement rises.
This may be because as people grow older, they can have higher ability to resettle by amassing a fortune such as real estate. It is judged that resettlement rate of native people who are relatively older and live in one place for a long time increases because they can secure stability in life style such as forming a community and have more love of their native place. In addition, it was analyzed that the higher housing supply area is, the higher rate of resettlement becomes. It is thought that people prefer enough supply area which is convenient for long-term living because of pleasant locational conditions in Eunpyeong New Town project districts. Like this, as preference for supply
