3차원 지적을 위한 지하공간 등록화 방안

지하공간과 지하필지를 공적 장부에 등록하는 제도적·기술적 방안을 제시했다.

토목기술 및 건축기술 등의 발달로 과거에 비하여 인간의 관심이 공중 및 지하공간으로 향하고 있다. 최근에 와서 정부 및 지자체에서 지하공간에 대한 관심이 매우 높아지고 있다. 그러나 지하공간에 건설된 지하상가, 지하도로, 지하주차장 등은 관리 및 관련 법률을 보면 매우 많은 문제점을 가지고 있다. 뿐만 아니라 지하공간을 등록하지 못하고 있는 실정이다. 본 논문은 지하공간을 등록하기 위한 방안을 제시하는 것을 목적으로 하고 있다. 이를 위하여 지하공간 및 3차원 지적에 대한 이론적 고찰과 국내의 지하공간 현황을 조사하였다. 조사된 내용을 토대로 문제점을 분석하고 지하공간 객체를 공적장부에 등록하는 방안으로 단기?중기적 관점에서 제도적, 법률적, 기술적 요소를 고려하여 체계적인 지하공간의 조사, 구분지상권의 이용 확대 및 보완, 지하공간의 종합적 법제 정비, 지하필지의 개념 도입과 관련 공부의 신설, 지하기준점과 지하공간 등록측량 도입 등을 제시하였다. The human’s interests have been focused on aerial space and underground space with the development of civil engineering and construction technology.

Recently the interests on underground space has been increased rapidly by the central and local government. However there are still a lot of problems on the regulations which manage the underground facilities such as underground shopping centers, underground roads and underground parking lots. In the most cases the objects have not registered yet. The purpose of this paper is to propose how to register the 3 Dimensional space. To carry out the research objectives a comprehensive literature review on underground space and 3D cadastre and actual status on underground has been investigated.

According to the investigated status, a methodology how to register underground objets on the public register has been proposed in terms of institutional and technical perspectives.
