Recently, since the UR agreement, interest toward farmlands is rising among the farmers and non-farmers. This has arose controversies on preservation and usage of farmlands.
We should now face the realities of our country directly for a more effective management of the farmlands. I have presented the problems of farmland ownership and the problems of the field of usage and preservation of farmlands and its counter-plans in order to cope, more effectively, with the problems of food shortages in the future and the effects that the farmlands will have to the lives of the people.
Under the principle of "Gyeong-ja-yu-jeon (a rule that allows only the farmers and agricultural corporations own a farmland)," which our constitutional law regulates, our farmlands, as a part of our land that becomes a foundation of our life and the productivity of all of our people, can impose us the regulation and obligation necessary for balanced usage and maintenance, Therefore, we need to use the farmlands more effectively. The farmlands of our country was 2 million and 290 thousand ha, which was 23% of the entire land in 1970, but now, as of the end of the year 2000, it has decreased to 1 million 890 thousand ha, which is19% of the entire land.
However, although the area of farmland has decreased, because of the development of farming techniques and because there had been no natural calamities, the productivity of rice increased and the price of rice dropped, and the amount of rice plants purchased and the earnings of farmers have continuously decreased. The amount of rice in stock in the year 2002 was 1,0 million 40 thousand bags, and they require a storage fee of 590 billion won yearly. Because of rapid industrialization, farming population decreased and because of aging, unemployed farmlands are increasing rapidly. Because of the agreement with the WTO, we need to import a certain amount of rice every year.
If the FTA Treaty between Korea and Chile is ratified and comes to effect, the conditions of the economy of the agricultural districts will become more difficult. However, looking at the conditions of our economy, the only way to remain alive within the WTO structure of globalization and open-policy, is to export competitive industrial goods: therefore, we need a policy that searches for a plan that can minimize the damage of the farmers. The present Agricultural Land Act greatly eases the qualification of owning a farmland and regulation of trading farmlands. The Act allows agricultural company corporations to own farmlands and allows investments of non-farmers.
The Act approves exceptional owning of farmlands extensively. Concerning the field of abolishing exchanging ownership of lands within the agricultural developmental districts and the problem of disposing non-managing lands and field of usage of farmlands, we need: 1) a programmed system on usage of farmlands and promote system of farmland usage: 2) a management system and regulation system exclusive for the agricultural promoting districts for maintenance of farmlands and for the problem of letting and hiring farmlands.
As a counter-plan for improving the problems of organizations maintaining the farmlands: First of all, the qualification of owning a farmland should be limited strictly so that the rule of "gyeong-ja-yu-jeon" will be kept; and the system of limiting the owning of farmland needs to be restored. By making regulations on limited distance of farming and obligation to live, unmanaged farmlands should be given orders to be disposed and enforcement fee must be imposed thoroughly for that fulfillment.
By doing so, the plans for farmland usage must be re-established, divided into detailed usages, establish exporting conditions that are competitive, control the quantity of production of rice, search for plans to solve the amount of rice in stock and plans that can be replaced for the expected war that can occur from food shortages. We need to establish appropriate conditions for farmland maintenance and we need a systematical device for farmland letting and hiring. For the maintenance of the farming development district, we need to create a farming related fund and support subsidies,
