미국 캘리포니아의 법제와 비교해 공인중개사 자격제도를 고찰했다.

공인중개사의 사회적 위치는 여느 전문직종사자와 비교해 볼 때 그 사회적이나 경제적측면에서 그 위상이 취급하는 업무의 규모에 비해 상당히 낮은 편에 속하는 편이지만, 그 업무의 진행이나 결과에서 사고가 발생하였을 경우에는 공인중개사를 고도의 건축ㆍ행정전문가나 부동산 법률전문가집단으로 간주하여 엄청난 책임을 물으며 마치 공인중개사의 무능함과 비전문가로 매도하는 경향이 종종 발생한다. 이에 본 연구의 초점은 이런 사회적 편견을 말끔히 해소하여 사회적으로 전문직 종사자로 신임을 받고 또한 자신의 직업에 긍지를 갖고 책임 있고 건전한 중개업무의 실현을 위한 방안으로 공인중개사의 자격시험 제도에 대한 법률적 고찰을 1917년 처음 중개사 제도를 실시한 미국 캘리포니아주의 법제와 비교하므로 우리 현실에 맞는 새로운 제도의 도입을 목적으로 본 연구를 시작하게 되었다.
