農工團地開發의 成果와 改善方案에 關한 硏究 : 江原道 地域을 中心으로

강원도 농공단지 개발의 성과와 추진 과정의 개선방안을 연구했다.

This study is aimed at analysing the effects of Rural-Industry Area Development Project which has been started since 1984. and solving the problem of it's executive process. The main method of this study is based on the literature survey, especially administratiwe materials, and questionaire to the 205 owners who manage the Rural Industry Enterprise. In the begining of Rural-Industry Policy developing process, the farmhouse side job complex and SAEMAUL Industry factory project were carried out.

But they were failed because of 1) not exaning business propriety 2) enterpriser has not business management ability 3) not having the management guidance ablity 4) lact of understanding about mutual relation of industries Rural-Industry Area Development Project is carried out by making up for the weak points in the former projects and it'S characteristic marks are as follows : 1) to supply a factoy site at low price which is based on government subsidies by Farming and Fishing villages Developing Special Measure Law.

2) to finance worrking funds and facility funds at long - term low interest, to give a tax favor 3) to streigthen management and technical guidance by related administrative machinery 4) to intergrate the functions of the related ministry, especially to evaluate business propriety and environment effect.

To estimate this project and break it's bottle - neck, this study was focused on the process rather than the output and the impact because of the limit of time and materials, Valuation factors were chosen such things as location(site) selection, industrial complex preparation, actual condition of enterprise which will be settins up, actual condition of enterprise management, administrative support system about finance and tax system, etc. Among the site factors, road and transportation conditions are disadvantageous rather than the other provinces. 25 Rural Industry CoHplexes were established from 1984 to 1993.

They employed 7,141 workers among whom 72.5% was consisted of the natives From the wiew points of the propulsion condition of Rural-Industrial Complex in Kangwon - Province, We can point out as follows : 1) road transportatton and infornation gathering are disadvantageous in the site condition aspect 2) the project has not sufficient relation with the program for national land developmnent 3) the complicated procedure of the site designation is showed. In view of inviting the enterprise, We indicated several weak points.

1) much time is required to evaluate business propriety and environment effect 2) The price of factory site for sale is higer than that of other provinces 3) The procedures of site designation are very complicate From the view point of actual condition of enterprise management, We discussed as follows : 1) the rate of operation is 83.9% 2) the setting up enterprise is to be evaluated more profitable than other existing enterprise in Kangwon - province 3) raw material supply and preduct sa1e are in turns of within a province, the outside of a province, clties and counties where the factory are located 4) natural resources are used such things as follows: vegetables, rice, precious stone and etc.

The bottle-neck of enterprise management is as follows : firstly, inactivity of product sale, secondly, financial difficulty, thirdly, labor shortage, Rural industry complex is placed at a disadvantageous position in terms of labor shortage, high cost of transportation, technician shortage, and also the trust guarantee funds is the main mortgage To the aspect of environment admininistration, the outlet permission standard is more strict than any other industry complex such as national industry complex, local industry complexs.

They are generally satisfied with the support of tax and finance hereafter, So the guggestions of development direction in this project are as follows 1) linted with balanced Iocal dewelopuent 2) linked lith the program of national local development 3) to be continued frow the view of lonB terms of time And concrete reform plans are as folloows 1) administrative procedure is should be simplitied 2) speedy evaluation procedures of busineas propriety and enrironment effect 3) to be required resonable price for factory site sale 4) inviting enterprise is to be joined with provincial development groject 5) the strsngth of vocational education 6) multiple package of financial support 7) flexibility of environment ewaluation standard should he required Another plaRs which are required to activate this project are as follows 1) to be linked with the capital reEion arrange program 2) to build up the partnership between natives and setting up factory 3) graded supgort specification on the ground of provincial finance and development condition 4) systematization with a big enterprise
