비무장지대와 접경지역의 지적정보 구축을 위한 법·제도 개선을 검토했다.

DMZ(Demilitarized Zone) and Border Region are the area under the various regulations for reasons such as military purposes. For this reason, there are several issues such as limitation of industrial location, retardation of regional development, infringement of property right, deterioration in the local quality of life and limit of land management. There have been continuous efforts to improve the policy and law. the Cadastral Record and Register of Real Estates was damaged or lost due to the Korean War. In addition, there are difficulties in realization of various regulatory policies or managements.

Therefore, the purpose of this study is to provide suggestions for consolidation of legislation of cadastral information. 비무장지대와 접경지역은 군사목적 등을 이유로 각종 규제를 받고 있는 지역이다. 이러한 이유로 산업입지 제한, 지역개발 지체, 재산권 행사 침해, 지역민 삶의 질 저하 등의 문제와 국토관리에 있어서도 한계가 있어 왔다. 이를 개선하고자 법·정책적인 노력이 계속적으로 이루어져 왔으나, 한국전쟁으로 인한 지적공부와 부동산등기부 등의 기초자료의 소실과 훼손, 군사보호구역으로 인한 각종 규제로 인하여 정책 실현과 토지행정에 있어 많은 어려움을 겪고 있다. 따라서 본 연구는 비무장지대와 접경지역 그리고 군사시설 보호지역과 관련된 법령과 판례의 검토를 통해 개선 방향성을 도출하고, 국토 정책의 기초정보인 지적정보의 바람직한 법제정비의 방향성을 찾고자 수행되었다.
