경주시 미집행 도시계획시설의 활용방안을 학교용지 사례로 연구했다.

This paper is a study on the application plan of urban/county planning facilities unexecuted and is to focus on the education facilities at Gyeongju city, Seokjang dong. By conducting theoretical review and actual situation analysis, this paper canl provide a win-win plan for common interest among Gyeongsangbukdo province, Gyeongju city, Dongguk university(Gyeongju) and landowners. Chapter 1 discusses the purpose, scope and method of research. Chapter 2 discusses the implications and differentiation of this study by examining the previous studies with theoretical consideration. Chapter 3 analyzes the actual situation of plan of urban/county planning facilities unexecuted.

This paper analyzes the status of plan of urban/county planning facilities unexecuted and studies their causes and problems.

Based on these, this paper studies several application plan of urban/county planning facilities unexecuted in korea and abroad. Chapter 4 presents three solutions through the study on application plan of urban/county planning facilities unexecuted in the case site - a study on the application plan of special exception business for public interest(the application plan of pre-negotiation system for changes in urban planning), a study on the solution through Joint development of landowners(landowner + university cooperative project) and a study on the solution of local government policy projects(local government + landowner + university cooperative project) Chapter 5 presents the conclusions of the study and future challenges about urban/county planning facilities unexecuted. If everyone makes efforts to come up with ways to harmonize the public interest and the private interest, it will be a great contribution to the development of Gyeongju city.
