관리토지제도의 발전방향에 관한 연구 '97 (A Study on the Development of Public Land Banking System)

공공 토지비축제도의 발전 방향과 토지 수급 조절 방안을 연구했다.

In recent years land speculation and skewed land ownership in Korea have become worse as demand of land has been ever increasing with rising economic growth and urbanization. It is said systematic provision of regulations is urgent in order that by land banking system government can regulate land supply and demand and that the public organization can dissolve the land issuse. The study consists of five chapters. The first chapter, as introduction, covers research purposes, scope and methodlogy. The second reviews basic concepts and theories about public land banking system.

It mentions definition, types, and characteristics of land banking, and function and need of land banking systen It also describes, with regard to land banking system, eminent domain, preemption, purchase by negotiaeon, and public land owned by governments. The third chapter examines potential setbacks from land banking system by looking into how land banking is cunently managed by the Korea Land Corporation in acquisition and sales process. The forth presents framework and long-range visions for successful land banking system.

The framework should include tirnely responses to the change of land policies, secured land in advance enough to coordinate demand and supply of land, improved management of land in stock, and reliable financial resources. Among long-range visions are well-managed land banking, more secured land and reliable funding, comprehensive survey of secured land and effective planning of purchasing, and long-term lease of land on hold. The final chapter summarizes research outcomes and recommends policy alternatives. As a conclusion, it is argued that active role of the government, i.e.

more spending and improved land banking system, as well as support from the people is called upon for successful land banking system.
