초록
South Korea has experiendced a rapid industralization and civilization for 40 years. With a fast economic growth, people has crowded into the meropolitan area and this has brought about imbalbnced development and ineffective use of land, gaps among regions, environmental pollution and unplanned development. To response the situation, this study, analyzed policies related to metropolitan development and realities of excessive development in the region, compared the country's new town planning with advanced countries'and sought retional counterproposals for this mater.
As the degree of unplanned development is directly proportional to the degree of development pressure, we chose Gyunggi-do as a representaive area with growing development pressure because of enormous population and industries in and aroun Seoul. Through this research, we found that Gyunggi-do was developed excessively by private constructors and public institutions. Large-scale deforestation and damage on natural resources followed the unplanned development and they made cities in the metropolitan area vulnerable to disasters including floods.
One of the biggest problems brought about in the metropolitan planning policies is that lack of consistency of policies for control and development of the area and effort to implement them raises questions about policies feasibility. Therefore, we should prepare to respond to international changes, made policies for metropolitan development with smaller Seoul, promote decentralization policies, encourage citizens participate in the planning and improve related systems according to priority.
As the purpose of new city development are to resolve imbalance provokey by centralization of a metropolitan area and high population density in the region and to maintain regional balance, the development in Japan is a good example to achieve the targets. However, if new city development as one of decentralization policies fails, the new city can be another excessively developed city. It is no would that we can not solve this problem by designing another new city.
