his study intends to analyze the actual situation of our country’s urban regeneration projects and determine whether they are implemented in an integrated way. Also, to draw some improvement methods for relieving the factors that make it hard to establish an integrated urban regeneration plan. For this, 6 small cities (Gunsan-si, Mokpo-si, Suncheon-si, Youngju-si, Taebaek-si, Gongju-si), having not more than 300,000 in population and whose self-supporting regeneration is hard to be implemented, were selected.

In accordance with the Urban Regeneration Act in 2014, some areas were selected for the first time to implement urban regeneration policy projects but implementation has not been easy for all the selected areas. This study is composed of the following analysis : characteristics of the urban regeneration activation plan, characteristics of the changes in the activation plan from the integrated perspective, and characteristics of the changes and implementations in the idle areas that executed the regeneration project. For this study, field surveys on the target districts and press release and the relevant interviews ran in parallel were also included.

As result from this study, it was found that it was hard to achieve some excellent results from the urban regeneration project due to the amount of times the contents were change while the original urban regeneration activation plan was running over the implementation step. To relieve such problems, it was necessary to improve the availability of some idle areas in each district, to enhance the stepwise capability for attracting the residents' positive participation in the project and to establish the urban regeneration governance through the activation of the relevant intermediate supporting organizations.
