This research reviewed the environmental impact assessment reports and settled cases found therein on limestone mine development to evaluate the current assessment system. As a result, it suggests introduction of the strategic environment assessment system in place of the existing one to cure current system's problems.
To develop a limestone mine, a developer is required to attain mining and other licenses prior to commencement of mining. The EIA is to be conducted before approval of mining plan or zoning alteration of a mountain area. Under the current system, the evaluation entails various problems such as numerous modifications and delay in dispute resolving period due to reduction in area, arising out of, among other things, vast area subject to assessment and lack of accommodation of public opinion. To overcome these limitations, introduction of the SEA is reviewed.
In detail, it seems more efficient to conduct an environmental assessment upon recording of mining and other licenses, a procedure that comes before mine development, approval of mining planning and allowance of zoning alteration of mountain areas. First, an environmental assessment conducted at the recording stage of mining and other license looks into diverse aspects of any mining project such as quantity in reserve and location of reservoirs, public opinion building for smooth supply of lime and economic validity of mine development.
Second, an assessment at the planning approval stage enables appropriate evaluation of the environment around the expected mining region through public hearings, designation of preservation areas based on unique geography and quality for natural habitat for plants.
Finally, assessment upon allowance of mountain zoning alteration can prevent various problems of the EIA, such as delay in negotiation period and downsizing of the original business plan due to size reduction in mining region through strict enforcement of preservation areas designated at the previous stages, by means of reduction plan for environmental ramifications, and accurate research on the natural environment, environment-friendly restoration and prediction of development's impact on the environment.
In addition, it is also believed to enable efficient development of natural resource and mining of limestone in the environment-friendly and steady way through appropriate accommodation of the public opinion. As per discussion, this research studied various ways to usher in the SEA in connection with lime-mining development. Under the current laws and regulations, the EIA is to be conducted upon approval of mining planning and conversion of mountain zoning. Our study, however, suggests that it is wiser to allow negotiation period for settlement, which stipulated in the law, only at the alteration approval stage, and to conduct assessments at the previous two stages.
It is also recommended that the government should make efforts to instill the idea that development of natural resources is a vital necessity to advancement of national industrial edge rather than harm to the nature.
