학교용지부담금 제도의 문제점과 개선방안을 검토했다.

“The Exemption Law for the school site assurance” is experiencing the systematical re-enactment since the adjudication in 1995. Currently, it develops residential estate of more than 100 households and the Office of Education and the regional self-government equally shares the burdens the payment for the areas that construct an apartment house.

The objectives of this research are;- ▶ To look at the problems relating to the burdens of the payment and the assurance of the school site in relations to the Exemption Law and the revised bill ▶ To present and reconcile with the policies of the foreign countries ▶ To present recommendations to solve the issue The study derives the issues by looking at the problems relating to the law in force and the relating policies of foreign countries (US, Germany and Japan). This study moves on to present several recommendations.

These are;- ▶ Re-enact the cost-occasioning and the benefit principle ▶ Enhance the responsibilities of the self governing body for the school site provision ▶ Create clear and feasible statement and implement to prevent the distribution price imputation and to stipulate the incentive policy to the construction manufacturer ▶ Reinvest the school facilities to benefit the building site development ▶ Active use of school relocation businesses ▶ Induction of the logical relevance evaluation for the burdens of payment ▶ Active use of Infrastructure Linkage Fee System
